-Caveat Lector-

Yes, the Reconstruction Act of March, 2,1867, Statutes at Large.

The following acts, dated, March 23, 1867, July 19th, 1867,  and  March 8th,
1868 enhanced this military venue under the civil administrators, known as
Commissioners.

These Congressional Acts imposed martial law upon the southern states which
were declared 10 federal Military Territories under a Federalized Army of
Occupation

The First Reconstruction Act imposed ten federal regions of occupation, under a
Military Commander who appointed, by fiat the Governors to administer the
occupation within each state.  No State could �rejoin� the Union under the
Constitution until the legislature, not the People, approved the 14th
Amendment, inwhich was the creation of an artificial entity, the citizen of the
United States.

Now the issue was never States leaving the Union, but the obstruction of the
laws within the States considered to be in insurrection against the Laws of the
United States.  The Constitutional question did not exist.

No Southern State requested the aide of the United States to put down an
insurrection within it's exterior boundaries.

The Lincoln Administration �Warred� upon Sovereign Nation States.  This was not
a War of Northern Aggression.  This was a War funded, and directed by United
States sitting on the Shores of the Potomac.

The United States under the sine die Congress prosecuted a military action to
impose the supremacy of the Agent, the United States upon it�s Creator the
States.

The Reconstruction Acts empowered the Legislative Branch, a power that the
branch still retains today.

Maryland was secured in April of 1861 under the Martial Law decrees to protect
the railroads, when it was successfully occupied by the United States Military.
 Every Sheriff of Maryland was detained, (arrested) or otherwise stopped,
(Arrested) from carrying out their constituted duties.

The Income Tax Act of August 14th, 1935, restablished these ten federal regions
under a Commissioner.  This Commissioner of Social Security was empowered  to
administer a  social assurance program.

In the mid 1950's the United States Post Office leased space within these ten
federal regional areas to incorporate the implementation of ZIP Codes.

These ten federal regions are the federal zones administered by the Congress of
the United States under Article I, section 8, clause 17, Article IV, section 3,
clause 2, and Article I, section 8, clause 9.

The impetus for Congressional oversight arises under these  Constituted
authorities.  The final part of the equation is the 14th Amendment that creates
the constituted duty of the Congress of the United States to �protect� it�s
�citizen,� the citizen of the United States.

The Congress of the United States funds the ABC Administrative Agencies of the
Chief Magistrate.  These Agencies under the direction of the Delegated
Authority of the Chief Magistrate "patrol" these Federal Zones, to protect the
Assets of the United States, it's  "citizen," this citizen of the United
States.

This is how the National Guard was federalized by Eisenhower in the 1950's to
impose the extraterritorial jurisdiction of the United States within Sovereign
States on behalf of �citizens of the United States.�  The Inhabitants within
the exterior boundaries of the State, well there were and are the �enemy� of
the United States.
