-Caveat Lector- Former Secretary of State Kissinger on China Policy New York, May 20 (Bloomberg) -- Former U.S. Secretary of State Henry Kissinger spoke on financial news network CNBC about the U.S. policy toward China after allegations that China stole nuclear secrets from U.S. weapons labs: ``Nations spy on each other and one has to expect that we, as the most technologically advanced nation, will be spied on. We should be outraged at our own security system. In the past, episodes of espionage from other countries have not interfered with normal diplomatic relations.'' ``I'm no trade expert, but all the businessmen I know tell me that the Chinese made huge concessions on this entry into the World Trade Organization and also, being in the trade organization obliges them to adhere to certain standards of international conduct. ... I think it would be a big mistake to stop the negotiations because of the espionage allegations.'' "(China) is a country that has been culturally dominant in its region, and that is reinforced in that there are 60 million overseas Chinese who control the businesses of southeast Asian countries. ... If we get into a confrontation with China, we are going to be in a very long struggle against (a number) of Asian countries that would be against us.
