Maryland was the Estate of one Family under a Charter granted by his Britannic
Majesty, James I, King of England, Scotland, Wales, and Ireland.   This Estate
of the Calvert Family was expropriated under the authority of  the Council of
Safety in 1776.  This Estate of Maryland, became this State, the State of
Maryland.   This State, the State of Maryland was a Co operative organized
under the Maryland Declaration of Rights, a charter ordained in a convention
convened by this Council of Safety in November of 1776..

The Constitution of Maryland, December 8, 1776, constituted this Council of
Safety as a five member executive board.  The Governor of this State, who was
elected by the General Assembly sat as the presiding officer of this Executive
Council of State.   This Executive Council controlled the Seal of this State,
the State of Maryland. (Article 26)    Only with the advice and consent of this
Executive  Council could the Governor embody the Militia of this State.
(Article 33)

This Executive Council of State, is now known as the Cabinet.  This Cabinet is
populated by Secretaries appointed by the Chief Executive Officer of this
State, with the advice and consent of the Senate, the upper house of the
General Assembly.
