N. Korea Tries To Mend China Ties
SEOUL, South Korea (AP) -- North Korea's No. 2 leader was to depart for
Beijing Thursday to try to mend frayed relations with China, the belligerent
communist nation's last ally.
The five-day trip by Kim Yong-nam, head of the presidium of the Supreme
People's Assembly, caps a year of effort by both countries to restore
relations to their pre-1992 level.
It was in that year that Beijing opened relations with South Korea, sending
North Korea into a funk that deepened with the death of its legendary leader,
Kim Il Sung, two years later.
The earlier collapse of the Soviet Union and communist dictatorships in
Eastern Europe had already deprived North Korea of close diplomatic and trade
relationships with those nations, and China's recognition of Seoul was a
crowning blow.
Although Kim is the first high-level North Korean to visit China since Kim Il
Sung in 1991, the two countries have exchanged diplomatic and military visits
frequently over the past year.
If Kim's visit is successful, Chinese Foreign Minister Tang Jiaxuan is likely
to visit North Korea later this year, government officials in Seoul said.
Kim, a former foreign minister, is second only to Kim Jong Il, son of the
late Kim Il Sung and chairman of the National Defense Commission, the highest
government agency under North Korea's constitution.
