States have just submitted huge bioterrorism initiative grants to DHHS. The
grants describe each state's plan to use their share of the big porkbarrel
billion dollar bioterrorism initiative passed last year. Public health
people are rationalizing this militarization of public health (to quote
Donna Shalala) as a way to build public health infrastructure.
HR1790 and the bioterroism initiative are scary new attacks on American
citizens by our government. I guess we are too busy protecting <democracy>
in other parts of the world to protect it here.
