       AUSTRALIA'S THOUGHT POLICE - THE GOVERNMENT


In a continuing protest against the impending Internet censorship
legislation, Project 1984 this week shipped copies of George Orwell's
_Nineteen Eighty-Four_ to every Federal Member of Parliament.

The Broadcasting Services Amendment (Online Services) Bill 1999
is scheduled for its final debate in Parliament next week.

"Orwell's Nineteen Eighty-Four continues to haunt the imagination with its
startling images of totalitarian terror. A powerful cry for freedom of
thought and expression. In Orwell's frightening vision of the future,
society is under the control of Big Brother. Every aspect of life is
closely monitored, while any hint of unorthodoxy is ruthlessly suppressed
by the Thought Police." - Penguin Books.

"Orwell's depiction of totalitarianism, of state intrusion into private
life and control of language and even thought, is justifiably famous",
said Mark Reynolds, coordinator of the project.  "So _Nineteen
Eighty-Four_ is the obvious symbol for expressing opposition to this Bill,
which is a totally unwarranted extension of government powers".

When asked "Could it really happen in Australia?", Mark Reynolds
responded. "The Coalition Parties have already shown their 'Big Brother
Knows Best' censorship tendencies in other media. 'Lolita' comes to mind.
The Government is already controlling its Members and Senators. They are
all responding to criticism of the Bill with little more than Government
sanctioned form letters.

This legislation will achieve no positive outcomes. It will damage
our economy, forcing many businesses off-shore, to countries with
more supportive governments. The US, Canadian, Malaysian and
New Zealand governments have all recently announced 'hands-off'
policies in relation to content regulation.

I hope the Australian Government comes to its senses and stops this
Bill. They are way out-of-step with world opinion on this issue."

              Dear Federal Member of Parliament,

              We enclose for your appreciation a copy of
              George Orwell's "1984".

              This classic depicts life in a world where the
              state attempts to control the private
              communications and even thoughts of its
              citizens. It has become a symbol of
              totalitarianism, with the term "Orwellian" being
              used to describe attempts to control or eliminate
              ideas.

              The Online Services Bill is Orwellian in its
              implications. It has no place in a free society. It
              puts Australia out of step with other
              democracies and in the league of countries
              such as China and Saudi Arabia.

              Your opposition to this Bill will enable a proper
              debate to take place. Proper debate will produce
              a Bill that will actually achieve something
              positive.

              Your support of this Bill is a direct attack on the
              fundamental freedoms of all Australians.

              Australians fear the thought of 'Big Brother'
              watching over them. Jobs will be lost as
              E-commerce and Internet businesses move
              offshore. Existing and future Internet users will
              hold the politicians responsible as this
              legislation takes it toll on the Australian Internet.

              Vague terminology creates many uncertainties
              for the people required to interpret this Bill.
              Overseas businesses will observe an unstable
              Australian internet industry, and act
              accordingly. A more expensive, less responsive
              Internet will harm all Australian businesses

              Why would so many experts (including the
              CSIRO) state that censoring the Internet will
              have grave consequences? This legislation can
              not make the Internet safer. Do you want
              Australia to be known as the Global Village
              Idiot? This legislation will not work. It will have
              many adverse consequences.

              The Internet is not a 'Broadcast' medium. It is
              the most participatory form of mass
              communication yet developed, a medium for the
              everyday personal communications of ordinary
              people. It should not be subject to classification
              and censorship any more than conversations,
              letters, faxes or telephone calls.

              We urge you to carefully consider the
              consequences this legislation will have for
              Australia.
