In the April 1994 National Geographic, Bob Ballard
("The Riddle of the Lusitania", p. 68)
theorized that the conspiracy theory that a secret
cargo munitions explosion was ruled out by
the visual evidence displayed at the Lusitania wreck
site, viz. no big outward hull breach on the port side.
The German torpedo struck on the starboard
side. So, one might expect a logical refutation
of the torpedo-munitions second explosion theory
to include some examination of that side to the effect
that there was no munitions-explosion-caused hole.
However, Ballard does not present any evidence that
he or his team examined the starboard side or
even considered the possibility that the hole
might be on that side in the NG article. Why? And how did this
pass whatever kind(s) of review are required
to be published in the National Geographic?
(Which are what, eg peer review? other?)

lists an early role as an officer in "Army Intelligence".
What were his specific duties in that capacity, and
did/does he work for / serve as liaison to any civilian intelligence
agencies, domestic or foreign, at that or any other time?
Does anyone know if Dr. Ballard has already answered
any of the preceding questions? Or has his email address?

I'm unaware of Ballard addressing your points although he undoubtedly
has been asked these questions at his lectures, some of which have been
atteded by people at the TITANIC NG. Dan Butler certainly feels
Ballard's hypotheses are frought with error and is writing a LUSITANIA
book to give what he feels is the true story, part of which is his
documentation that munitions were indeed aboard. Personally I still
lean toward the "coal dust" explosion but will keep an open mind til
Dan's book comes out.
