Yes they are. My Uncle as well as many other people in many other
graveyards have been, "moved around"
Not to mention the rarely covered issues of people who like to have
sexual relations with the dead.

Perpetual care only means....that your stone is more visible beneath the
ground when it tips over and instead of the resident lanscapist ripping
off your flowers to resell, they just mow over them. Oh and I forget
about the stones of residents from long ago....conveniently hauled off to
create a new plot or sometimes dumped at the end of the foothill.
