This clearly shows what has happened to law enforcement at every level in
this country. It is what was behind the atrocities in New York City. Rather
than institutions dedicated to protecting citizens and truly enforcing the
law, we now have institutions which want to "CONTROL." Rather than seeking
the least intrusive means to fulfill their mission requirements, our law
enforcement agencies are looking for combative situations where they can play
"SWAT." There are cures for these attitudes, but I don't see anyone actively
