Cuba demands reparations from US

UNITED NATIONS, Sept. 24 (UPI) Cuba demanded today billions of dollars in
reparations from the United States for the 37-year-old economic embargo,
citing the 1948 Geneva Convention on Genocide and other U.N.-approved
international treaties.

Speaking at the General Assembly debate, Cuban Foreign Minister Felipe Perez
Roque claimed his country has suffered numerous deaths and economic
deprivation as a consequence of the embargo, which he called "a dirty war."

A civil lawsuit was filed last May before Cuban courts, the minister said,
for the deaths of 3,478 people and 2,099 survivors. The total amount claimed
for compensation is $181.1 billion.

Particular emphasis was put by Perez Roque on the refusal of the United
States to provide "medicine and foodstuffs," which he said violates
international conventions on humanitarian assistance.

Perez Roque also said the United States, since the passing of the Torriceli
law in 1992, has prevented subsidiaries of American companies operating in
third countries to supply medicines to Cuba, "which amounted to more than
$700 million a year" in trade for humanitarian use.

Since the imposition of the embargo in 1962, successive measures taken in
Washington against Cuba "have accumulated to become a total and absolute
blockade, which has reached the extreme of banning the exportation of a
single aspirin produced in the United States," the minister said.

Perez Roque quoted extensively from international treaties and protocols,
including a 1949 Covenant on the protection of civilians in times of war.

He cited a 1997 survey made by the American Association for World Health
(AAWH) claiming the embargo has caused "dramatic damages to the health and
nutrition to a great number of Cuban citizens and has even caused deaths."

The minister recalled that, in the past seven years, the U.N. General
Assembly has passed resolutions urging the United States to put an end to
the economic embargo, which has been ignored by Washington.

So, he said, "the people of Cuba, regardless of the fight that may continue
at this Assembly, has decided to resort to legal procedures it is entitled
to requiring corresponding sanctions for those responsible of these acts of
genocide."
