Two points

The old SA government had according to the book "the mini nuke conspiracy"
also developed a number of neutron bombs. According to rumour(and the book)
they have been taken out of the country by the countries right wing military
and kept as an insurance policy.

Secondly- who needs a intercontinental ballistic missile. according to open
journals the critical mass of plutonium is about 4.5Kg. You can easily fit
an A bomb into a diplomatic pouch and then take it in a back pack wherever
you want to.
