BARR TESTIFIES FOR LIMITS ON EXECUTIVE ORDERS
MOVES TO REASSERT CONGRESSIONAL POWERS

WASHINGTON, DC -- U.S. Representative Bob Barr (GA-7) testified today before
the House Judiciary Committee's Subcommittee on Commercial and
Administrative Law.    Barr spoke on behalf of his legislation, the
Executive Order Limitation Act of 1999.

Barr's legislation requires the President to provide Congress with copies of
any executive order, and gives Congress a 30 day window within which to
reject or modify the proposal.  The measure includes specific exemptions for
orders that deal with legitimate emergencies.

"In recent decades, presidents have repeatedly used executive orders to
create policy, and thereby circumvent the powers of Congress. For example,
President Clinton has issued more than 275 separate executive orders since
coming into office. Many of these orders clearly bypass the legislative
branch of our government, and create policy for the United States.  In doing
so, they violate the principle of separation of powers, which was intended
by the Founding Fathers to be America's first and best defense against
tyranny," said Barr.

"If we allow abuses by one president to continue unchecked, the next
occupant of the office will inherit increased power.  We must draw the line
now, and reassert the clear power possessed by Congress -- not the President
--  to determine and enact national policy by passing laws.  To do otherwise
is to invite abuses, such as President Roosevelt's Executive Order which
forced many law-abiding Japanese Americans into internment camps during
World War II," Barr continued.

Barr, a former United States Attorney, serves on the House Judiciary
Committee.
