The feasibility of the concept has been established using both a low intensity laboratory system and a high power RF transmitter. Numerous military applications exist in areas of search and rescue, security and special operations. Supplemental Keywords: small business, SBIR, Locally Undesirable Land Uses in Minority and Poor Neighborhoods: an Empirical Test of the Disparate Siting and Market Dynamics Theories EPA Grant Number: R82-1299-O1O Institution: New York University Principal Investigator: Vicki Been Project Period: 2 years Project Amount: $155,766 Research Category: Environmental Socioeconomics Description: Several studies have shown that neighborhoods that have more racial minorities or low-income households than other communities tend to be host to disproportionate numbers of locally undesirable land uses (LULUs), such as hazardous waste facilities. Current research, however, does not deal with whether the host neighborhoods were minority or poor neighborhoods at the time the LULUs were sited. To understand both the justice of the existing distribution of LULUs and the likely efficacy of proposed remedies for the disproportionate burden LULUs currently impose on minorities and the poor, it is important to fill this gap in the existing research. First, it must be determined which came first the LULUs or the minorities or poor that now live next door to the LULUS. Second it must be Known what effect LULUs have on the demographics and property values of their host neighborhoods. The proposed study will address those issues by examining the socioeconomic characteristics of host neighborhoods as of the census closest to the date of the relevant siting decision, then tracing changes in those neighborhoods' characteristics after the LULUs were constructed. The study will focus on those communities which host hazardous waste treatment, disposal, and storage facilities regulated under the Resource Recovery and Conservation Act, as well as those that host the toxic waste sites included on the Environmental Protection Agency's National Priorities List for cleanup under the Comprehensive Envirommental Response, Compensation, and Liability Act. ------=_NextPart_000_0000_01BF2A34.3F6DF520 Content-Type: text/html; charset="Windows-1252" Content-Transfer-Encoding: quoted-printable

<META content=3D"text/html; charset=3DWindows-1252" = http-equiv=3DContent-Type> <META content=3D"MSHTML 5.00.2614.3500" name=3DGENERATOR>

<FONT face=3D"Comic Sans MS">Get a load of the graphics ... = "search"=20 function....

Dave Hartley
<A = href=3D"http://www.Asheville-Computer.com"=20 target=3D_blank>http://www.Asheville-Computer.com
<A=20 href=3D"http://www.ioa.com/~davehart"=20 target=3D_blank>http://www.ioa.com/~davehart

National Center = for=20 Environmental Research and Quality Assurance
<A=20 href=3D"http://es.epa.gov/ncerqa_abstracts/sbir/other/monana/kohn.html"=20 target=3D_blank>http://es.epa.gov/ncerqa_abstracts/sbir/other/monana/kohn= .html
Communicating=20 Via the Microwave Auditory Effect
Awarding Agency: Department of=20 Defense
SBIR Contract Number: F41624-95-C-9007
Title: = Communicating Via=20 the Microwave Auditory Effect
Principal Investigator: Mr. Brian=20 Kohn
Company Name:
Science & Engineering Assoc, Inc.
6100 = Uptown=20 Blvd NE
Albuquerque, NM 87110
Telephone Number: = 505-884-2300
Business=20 Representative:
Project Period:
Project Amount: = $739,995
Research=20 Category: Monitoring/Analytical

Description:
An innovative and = revolutionary technology is described that offers a means of=20 low-probability-of-intercept Radio frequency (RF) communications.
