Pitches Universal
Preschool Plan

MOINES, Iowa (AP) - Pitching a $50
billion plan for universal preschool, Vice
President Al Gore said today ``we're going
to be
a better nation'' if kids get an early
start
on learning.
``All
the research, and all the experience
of
parents, has shown clearly that most
learning takes place in the first few years,''
he
said. ``We have to do more for the
young
kids to prepare them for better
schools.''
Gore
spoke about his plan on ABC's
``Good
Morning America'' and took a few
questions from audiences in Des Moines
and
New York.
The
Democratic presidential candidate
recently has begun filling in some of the
details of his earlier campaign pledge to
strengthen public education and expand
preschool.
As his
education proposals have finally
become
more specific, Gore has stepped
up
attacks on rival Bill Bradley for lacking
a
comprehensive plan for the nation's
schools.
``I
think it's important to have a bold plan,
and I
don't think you can nibble around the
edges,'' Gore said. ``I think it's the number
one
investment priority.''
He
argued that Bradley ``continues to be
fascinated'' with school vouchers and
``that
is a very sharp contrast to the
proposal I'm offering.''
Gore
rejected suggestions he was
resorting to attack politics, arguing there's
nothing wrong with pointing out
differences.
``When
I point out these shortcomings, I
think
that's what Democracy ought to be
all
about,'' Gore said.
While
that sparring continued, the Gore
and
Bradley campaigns took time to court
the
gay vote. Gore told about 250 gay and
lesbian activists Tuesday night that he
supports bans on employment
discrimination, allowing gays to openly
serve
in the military and a national hate
crimes
law.
``I
will stand for you and I will speak for
you,''
Gore said. Aides to Bradley
distributed accounts in gay publications
praising Bradley's stance on issues such
as a
hate crimes law.
Gore
proposes to spend $50 billion over
10
years to assure preschool for all
4-year-olds and more 3-year-olds. That's
part
of a $115 billion plan on education
that
would also give $5,000 raises to most
teachers in poor and rural areas, mandate
testing of new teachers and seek to
establish more charter schools.
``If
kids get off to a great start before they
ever
get to kindergarten, the chances for
them
to succeed in life, to have good jobs,
to
lead fulfilling lives, is greatly enhanced,''
he
said.
Under
his proposal, states would get
federal grants - about $2,700 for each
student - for guaranteeing 4-year-olds
access
to preschool programs, aides
said.
States
could use the money to offer
preschool programs in a variety of
community settings, and could set the
curriculum. States would be required to
partially match the federal grants and
there
would be a sliding fee for wealthier
parents.
``It
just stands to reason that if we can get
high
quality preschool to every 4-year-old
in the
country and to most 3-year-olds,
we're
going to be a better nation,'' Gore
said.
Bradley tangled with Gore earlier in the
week
on farm policy and takes continual
criticism for a health care plan the vice
president claims is too expensive.
``It's
attack politics,'' Bradley said. ``If you
don't
have anything positive to say about
where
you want to take the country and
convince people they should vote for
something, the only thing you can do is
try to
get them to vote against
something.''
