   Joseph interpreted the king's dreams but Daniel went one better and
also dreamt the dreams of kings. Today we can dream "out loud" and conduct
ongoing dream analysis to bring our dreams into conjunction with reality.
As Prime Minister Chretien and Foreign Affairs Minister Axworthy (see
letter below) will remember, Professor Morton, the Manitoba historian
wrote that the Fathers of Confederation first thought of calling the new
country the "Kingdom of Canada". Then they settled on the "Confederation
of Canada".
   It is not Canada's allegiance to NATO which is my concern,
Mssrs. Chretien and Axworthy, so much as Canada's new role as lackey of US
federalism. Can you tell us how and when the Canadian CON-Federation
became (US-styled) Federalism? Why is that word used today by Ottawa
Parliamentarians? What Constitutional amendment established the change?
   Now that the balkanization of Canada is imminent and the Blackfoot
Nation is about to take a seat in the UN General Assembly, perhaps the
people of Yugoslavia can give some advice on how to stave off US invasion
with the help of NATO. (By the way, can you explain why there was a news
blackout on the series of Blackfoot declarations including the Declaration
of Independence?). During the 1995 Quebec Independence vote Canada was
invaded by the best of the US fleet on east and west coasts. Here at
Vancouver's Harbour Centre we got the USS Constellation, the "flag
ship" no less, which blew half of Vietnam to hell a few decades ago. But
then, US Federalism cannot possibly comprehend "Liberty and Justice".
   One important role of Official Opposition leader Preston Manning has
been to delay EDD (Electronic Direct Democracy) which would upset the
anti-democratic US Federalist system. As Diane Francis said a few years
back on national tv, we don't have a democracy here...they run
dictatorships in five year shifts. Demokratisatsya-Glasnost-Perestroika.
All this causes US federalists to quake in their boots. So much more the
reason to enlist the help of Yugoslavia on how best to balkanize Canada.
   But why not go all the way with this and start talking about what a
"Kingdom of Canada" would be like? Why would Conrad-The-Magnificent want
to be the underling to an English fruit with big ears when he could
establish his own KINGDOM right here in Canada? So that takes care of the
question of aristocratic titles for Canadians and the Black-Chretien law
suit. Those who dream of such things can tell all of us what their Kingdom
of Canada would be like.
   Churchocrats dream of heaven. "Pursue ye first the Kingdom of
Heaven...." said Jesus Christ. I take it they have some idea as to what
this Kingdom is like? How can they describe it? "Thy will be done on earth
as it is in heaven...." What would the Kingdom of Heaven be like if
established on earth? Can churchocrats even give us an approximation to
it? The BC Human Rights Commission is mailing me the forms to start a suit
against Mfest 2000 for denying me an information booth to ask some
questions and give some answers pertaining to a "Godly Society" for
Canada. "Whereas Canada is founded upon principles that recognize the
supremacy of God and the rule of law....". As the Mfest case develops I
will prove that churchianity here, from Salvation Army to Roman Catholic
is a fraud against God and man. But there are spiritual people in other
countries and they may be genuine.
   There were some half dozen booths at Mfest 2000 on "Missions to China".
But these I expect are bogus organizations. Perhaps China can tell
Canada what the "mandate of heaven" would be like manifested in this Year
of the Dragon as a "Kingdom in Canada". In other words, can they send
Canada a missionary comparable to the Buddhist Monk who designed the
Forbidden City some 500 years ago for the Third Ming Emperor, Jung Lo?
Design for Canada a new city state...How about "New China" analogous to
"New England"...as Canada balkanizes.
    And Americans too can dream of kingdoms in Canada. In the 1960's the
Black Muslims had requested a UN referendum like the East Timor
referendum. While US federalism will thwart this and many other strivings
for Liberty and Justice in the US the NOI would be more likely of success
in Canada. Perhaps Yugoslavia can help in establishing the new Kingdom of
Monte-Negro in Canada. You could locate it right next to David Duke's
"Dukedom". And we all know that long ago when Barney Frank was just a
little fairy he had dreams too. So Barney and Buddies could establish
their Fairy Tale Kingdom in Canada.
   Me? I dream of the era when machines will be more learn-ED than humans
with programming to enable learn-ING to surpass any human. And
you know what? It can be done now given enough money. The technological

I have been invited to lead a workshop at the Alife 7 Conference from
this summer on "Upgrading Xavier" (The robot at Carnegie Mellon
University) so that Xavier will be more "lively, lucid and learned" than
any prof at CMU. What I will announce is the "Greatest Breakthrough in
Pedagogy since the Invention of the Printing Press" (ie 100% 'robotized'
higher education). Before this decade is out you will have robotized
higher education available anywhere on the planet at any time and at 1% of
today's costs. But that is only one small aspect of what Xavier could
do...(refer to the "Mars City" units in my Machine Psychology book).
    Alife is something of a misnomer when it is read as "Artificial
Life". In fact what we are talking about is Alternative Life. These
alternative life forms with alternative intelligence exist now. New
species are appearing on the planet. They could also dream of
kingdoms in this world or other worlds....

Dear Mr. Poley:

The Prime Minister has forwarded to me your e-mail of November 16, 1999, and
article from former Canadian Ambassador to Yugoslavia James Bissett
concerning human rights violations in Kosovo.  I regret that a heavy volume
of mail has prevented me from responding a soon as I would have liked.

As I said on many occasions throughout the crisis, Canada's preference would
have been for explicit Security Council authorization of NATO's action in
Kosovo.  We were at the forefront of diplomatic efforts, particularly in the
G-8, to restore the Security Council's role in the resolution of the crisis.
The international community could not, however, allow Milosevic's aggression
to go unchecked, particularly as a humanitarian disaster unfolded and an
entire region was destabilized.  The decision to proceed without Council
authorization was not taken lightly by Canada or our NATO Allies.

As a member of the Security Council, Canada played an important role in
drafting Resolution 1244, adopted by the Security Council on June 10, 1999.
This Resolution ultimately brought an end to the crisis and established a
central peacebuilding role for the United Nations.  Resolution 1244 is a
major step toward creating a lasting peace in Kosovo.  It contains
provisions for the resumption of dialogue aimed at a long-term political
settlement on the status of Kosovo, with significant autonomy within
Yugoslavia.  It calls on the international community to contribute to
reconstruction efforts.  The Resolution has created the conditions for the
safe return home of those forced to flee the campaign of violence and
deportation of the Milosevic regime.  It authorized the establishment of the
United Nations Interim Administration in Kosovo (UNMIK) and security (KFOR)
presences to oversee and implement the peace process.  The Canadian KFOR
contingent is contributing to this effort.

NATO has always made it clear that the scale of the atrocities committed in
Kosovo would only be confirmed  following detailed, impartial forensic
investigations by the International Criminal Tribunal for the Former
Yugoslavia (ICTY).  As you know, the Chief Prosecutor of the ICTY, Ms. Carla
del Ponte, reported to the United Nations Security Council on November 10,
1999, that of the 529 grave sites identified, 195 had been  examined and
2,108 bodies had been exhumed.  She cautioned, however, that these figures
did not reflect the total number of actual victims as there were many sites
where the precise number of bodies could not be counted, as well as many
sites still to be examined.  More sites could also be found in the future.

We welcomed the reports released by the Organization for Security and
Cooperation in Europe (OSCE) on December 6.  The two exhaustively researched
reports detail human rights abuses in Kosovo.  Although they  provide clear
evidence of the abuses committed during the first half of 1999 by Serb
forces as well as by the KLA, they note explicitly that most violations were
committed by the Serbs.  You may find these reports on the OSCE's Web site

Canada is committed to a unified, democratic and multi-ethnic Kosovo.  We
remain concerned about acts of violence in Kosovo, particularly those
targeted at the Serb and Roma minorities.  We strongly condemn the
continuing attacks against innocent people.  KFOR and UNMIK are treating
this as a very high priority and have taken extensive measures to protect
vulnerable groups.  Canada is calling on all parties in Kosovo and the rest
of Yugoslavia to pledge their commitment to peacebuilding in the Balkans.

Canada's commitment to NATO remains unshaken and unshakeable.  However, now
that the East-West confrontation is over, NATO is changing its purpose,
strategy and force structure to adapt to the new circumstances in Europe.
These changes will make it possible for NATO to react rapidly to new
missions, such as the current one in Kosovo.  They will also facilitate
cooperation with non-NATO partners.  The fact that both NATO and non-NATO
countries alike are contributing troops to KFOR clearly illustrates NATO's
commitment to achieving European and North Atlantic security through
cooperation.
