General Partin & others cry "foul" on Feds' latest insult to our intelligence� By Web Today Senior Editor Jerry McGlothlin WACO, TEXAS, March 20, 2000 (CN)--Mount Carmel, the Branch Davidians� retreat at Waco, Texas sprang to life again yesterday. This time, it was resurrected as a "virtual" facility at Fort Hood to confirm the theory that infrared analysis of videotapes proved government agents fired on civilians barricaded in the building. A number of experts say video taken by aircraft equipped with the highly sophisticated technology known as Forward Looking Infra Red video, or FLIR, clearly showed FBI machine guns firing into the Davidian retreat. A FLIR camera detects the relative temperature of objects and processes the information into visible images and records it. The re-enactment of the siege was ordered by former U.S. Senator John Danforth of Missouri, the Special Counsel appointed by Attorney General Janet Reno to head the investigation. Mike Caddell is the lead attorney for the Branch Davidians in their wrongful-death lawsuit filed against the government by surviving Davidians. He believes the test will prove the flashes on the original FLIR videos confirms FBI agents were firing weapons into the Davidian building while its inhabitants were trying to escape the fire. Other evidence indicates that "flash-bang" incendiary devices were fired into an atmosphere permeated with incendiary CS gas causing a raging inferno. The Geneva convention has banned the use of CS gas even in war time. In conducting the test the government set up a domed tent covered with aluminum-coated space blankets. U.S. Attorney Michael Bradford purports the purpose was to duplicate the conditions of smoke and smog. A.B. Magnus, Chairman of Americans For Responsible Media (or ARM) of Arlington Heights, and a professional engineer by background, said, "The use of an aluminized dome is at total variance to the conditions of the Davidian retreat prior to the fire. It could invalidate the results by overloading the FLIR sensors. At minimum, the aluminized dome could allow multiple interpretations of the test results." Magnus added, "During the cold war, for security reasons, our government held back information from the Soviet Union. Today they hold back information from U.S. citizens and the news media. Does our government now consider U.S. citizens as the new enemy?" Former U.S. Air Force General Ben Partin, who helped develop FLIR technology in the 1970s said, "If you have a bright reflector such as aluminum, it would be like trying to take a picture of an automobile coming at you at twilight with its headlights on. You wouldn't see much of the car, now would you?" Partin added, "The thing that bothers me is there are many opportunities to manipulate the test when you don't allow the defense to be present. They can change the cartridge load. And the aluminized tent greatly desensitizes the results. Danforth's decision to preclude witnesses and the news media to see the reenactment is treacherous. They're not allowing the defense to have discovery. Why on earth would they do that?" Major newspapers, including the Washington Times and the New York Times unsuccessfully petitioned the court for the right to attend, alleging their constitutional right of freedom of the press had been violated. Houston attorney James Brannon, who represents several plaintiffs said, "My suspicion is the government ran tests at Quantico and determined the tent-like structure was their best chance to show glint off something other than gunfire. I think the government has figured out the weapons are going to show, and they're trying to spin it.
