Undercover arsonists promoted by army

TWO military intelligence officers suspected of setting fire to a police
station in Northern Ireland to destroy evidence gathered in a civil inquiry
have been promoted within the Intelligence Corps.
Both men now hold senior posts at the army's intelligence headquarters at
Chicksands, Bedfordshire. One, who served in the former Yugoslavia in the
1980s, still deals with sensitive material relating to Northern Ireland.
The allegation that a covert army unit interfered with a police investigation,
first published last year by The Sunday Times, prompted the Ministry of Defence
to take legal action to prevent publication of further details.
Last week it again refused to lift the injunction, saying it could not identify
any "public interest which demands publication of such material".
Details of the intelligence officers involved in the affair have emerged after
claims last year by Martin Ingram, a former member of the Force Research Unit
(FRU), a shadowy outfit that dealt with informants inside Northern Ireland
terrorist groups.
Ingram claimed that in 1990 the FRU tried to hinder an investigation led by Sir
John Stevens, now head of the Metropolitan police, into the leaking of security
force files to loyalist terrorists.
Stevens's inquiry uncovered Brian Nelson, an FRU agent acting as the Ulster
Defence Association's intelligence officer. The night before Nelson was due to
be arrested, Stevens's office was set on fire. Ingram has said the blaze was
intended to "buy time".
The officers suspected of causing the fire were attached, like the FRU, to the
army's Special Intelligence Wing.
Stevens had copies of his files so, despite the fire, Nelson was tried and
convicted for conspiracy to commit murder. The FRU commander, referred to only
as Colonel J, spoke in Nelson's defence. He has since been promoted to
brigadier and is now a senior diplomat.
David Trimble, the Ulster Unionist leader, plans a new internal constitution to
stop the Orange Order, the Young Unionist Council and other outside bodies from
having a say in the party's decision making.
It would strengthen Trimble in the party's Ulster Unionist Council. At a recent
council meeting he had the backing of 54% of delegates in a leadership
challenge. Supporters believe this would have been more than 63% if Orange and
Young Unionist delegates had been discounted.
