Kuwait never had a separate identity under the Turks. It was always
administered from Baghdad. There may have been an Emir of Kuwait, but he
didn't rule a separate province, let alone a separate country. The British
created Kuwait ex nihilo by the simple expedient of arbitrarily drawing a
line on a map and decreeing that below this line was Kuwait. The rationale
for taking this action was, of course, as with everything in the Middle
East, to control Kuwait's vast petroleum reserves, in this case specifically
to protect the supply lines of the Royal Navy, which patrolled vrtually the
entire coastline of the Arabian Peninsula from Aden (Yemen), around the Bab
el Mandeb, and up the Persian Gulf.
