Also the premise of the system is that there should be equality of outcome. so people whose earnings and sat is less than white male average need help(ie blacks and hispanics). The sytem assumes that they score lower because they are oppressed.
 
Peoples who score higher and earn more(chinese and Jews) are ignored.
 
Thus the open reason is to produce equality....but the probable reason is to divide and rule.
