A three-way meeting between US President Bill Clinton, Israeli Prime Minister Ehud Barak and Palestinian Authority (PA/PLO) Chairman Yasser Arafat was held Tuesday during which the three leaders concluded that there was no way of moving negotiations forward. Both sides (Israeli and Arab) regard the summit was a breakthrough and are preparing for another meeting that could lead to an agreement on final status issues. Clinton is expected to convene another Israeli-Palestinian summit by early September in an attempt to reach a peace agreement before the Sept. 13 deadline set by Arafat for a declaration of statehood. Israeli and Palestinian negotiators plan to meet Sunday. Meanwhile, Arab leaders are working to build a common front in response to the failure of the Camp David summit. Jordan's King Abdullah II will travel to Egypt Monday to meet with President Hosni Mubarak. Jordanian Foreign Minister Abdullah al-Hatib stated that the purpose of this meeting is to promote the peace process, and to gather support for Palestinian demands. Last Thursday, Hatib called on Arab leaders to "support Palestinian negotiators at this critical juncture." Egyptian officials say that their country will attempt to foster "a united Arab position concerning options that have been raised to solve the Jerusalem issue, in a balanced fashion." Arafat received a hero's welcome from thousands of jubilant supporters Wednesday, pledging to declare statehood this year, but leaving the door open for more talks with Israel. He left Saturday in search of foreign support for his peace negotiations with the Israelis. Arafat stressed that Jerusalem, the issue that broke the back of the summit, will be the capital of a Palestinian state. KOL ISRAEL reports that Arafat is outraged at Clinton regarding his warning not to declare a state unilaterally. Arafat told Israel MK Talab El-Sana (United Arab List) in a meeting in Ram'Allah that the statement shows bias toward Israel and harms the status of the US as an honest broker. Clinton told Israel TV CHANNEL ONE Friday night that a declaration of statehood would be a big mistake that would have consequence in the US and throughout the world. El-Sana said that Arafat is adamant about declaring a state on September 13. However, PA/PLO officials said Thursday Arafat may delay the declaration of a Palestinian state at least until November, to allow more time to reach an agreement with Israel. US CONTINUES TO BUILD-UP MIDDLE EAST: The US Defense Department has just announced a series of substantial arms deals with Egypt, Saudi Arabia and Kuwait that call into question America's firm commitment to help Israel maintain its qualitative military edge against any potential array of regional foes. The move comes just as Israel appears to be making huge risky concessions in the Camp David talks with the Palestinians, while also losing out on arms export deals of its own due to heavy US interference. In a series of public releases last Thursday, the Pentagon announced the conclusion of: 1) A $900 million arms deal with Egypt to improve 35 Apache helicopters and sell advanced detection equipment for the Egyptian air force's F-16 planes. 2) A $500 million deal with Saudi Arabia involving delivery of 500 AMRAAM air-to-air missiles. 3) A $190 million deal while Kuwait for the purchase of artillery and tank ammunition. In each case, the Pentagon states that the deals enhance US national and foreign policy interests, are designed to fulfill US strategic commitments to the self-defense of the countries in the region, and will not affect the balance of forces in the Middle East. But closer inspection suggests otherwise. The Egyptian contracts include three separate arms deals. The first is a $400 million program for the conversion of Apache helicopters into the new AH-64D model, which will increase its anti-tank missile capabilities by day and night. The second 300 million dollar deal is for 311 AN/APX-113 advanced airborne identification systems to be installed on F-16 aircraft, enabling Egypt better access to the so-called friend-or-foe codes denied to Israel in the 1991 Gulf War. The third deal is for land-based SPS-48E radar systems. The deal with Saudi Arabia for the purchase of 500 AMRAAM missiles is one of the largest of its kind. The missile is an intermediate range 50 to 60 kilometer air-to-air missile installed on F-15s and F-16s. The missile is the most advanced of its kind in the world. At the same time, Israeli military sources are concerned that the US will object to the transfer of two Phalcon advanced radar planes to India, a sale that is now under negotiation. The Clinton Administration and senior leaders in the US Congress exerted enormous pressure on Israel in recent weeks to force Jerusalem into canceling a similar AWACS plane contract with China, saying it endangered American forces in the Straits of Taiwan. The Israeli officials believe the US administration would find it hard to approve the deal with India, since it would lead to increased tensions with China. Israeli Prime Minister Ehud Barak decided going into the Camp David summit to cancel the contract with China, but will not ask for US compensation for the over $100 million loss Israel suffered as a result. Instead, Barak is said to be aiming for a new "strategic pact" with the US, first broached in connection with peace talks with Syria last year. Barak's close advisor Zvi Shtauber, a former army buddy, has led the Israeli delegation exploring such an enhanced strategic understanding. Barak's primary gain from the agreement would be to gain access to American technology and set in stone America's oft-repeated but shaky pledge to maintain Israel's qualitative military edge. Some Israeli military analysts, however, criticize such a move as yet another American straight-jacket on Israel's freedom of action. As a strategic partner, Israel could take no action including win an international tender at the expense of a competing American manufacturer. While such an agreement would hamper Israel's ability to defend itself and develop its domestic arms industry, it would not stop the US from continuing to supply the best weapons technology money can buy to the Arab world. In a related development, the US-makers of the King Cobra attack helicopter just beat out a joint Israeli-Russian bid to supply 145 helicopters to Turkey. In announcing that the American company had won the $4.5 billion tender, Turkish Prime Minister Bulent Ecevit added that the decision is not final, since the Kurdish and Armenian lobbies are expected to raise objects to the Cobra deal in the US Congress. Thus the Israeli-Russian group has not given up hope on securing the lucrative deal, which could also boost their chances of winning a similar $1.8 billion contract with South Korea for helicopters. Nonetheless, this is the Israel Aircraft Industries' second reverse in Turkey this month; two weeks ago Turkey canceled the decision to purchase the Ofek photography satellite. Finally, Turkey also has apparently decided to delay modernization of its 170 US-made M-60 tanks, a deal which it last month reportedly decided to award to an Israeli firm. Turkish authorities said they will seek other bids from the US and Germany in effort to get an optimum price and technical specifications. UN DEPLOYS ON THE NORTHERN BORDER: After a number of delays, United Nations Interim Force in Lebanon (UNIFIL) troops started deployments on Friday along the northern border. In accord with an understanding reached between Israel and Lebanon, the UN contingent will be deployed on the Lebanese side of the border at six sensitive points: southeast of Metula, near Kibbutz Manara, the Pa'amonit outpost, the Sahlab checkpost, Al Abasiya Gate, and the Harduf outpost. UNIFIL officials hope to finalize deployments after meeting with Lebanon army officers in Beirut on Monday. Some 5,000 UN troops are being deployed at this initial stage. Soldiers from the Ukraine (who are specially trained in evacuating land mines) and Ghana are to patrol the six points. All told, 8,000 UNIFIL soldiers are expected in deployments aimed at keeping the peace on the Israel-Lebanon border. FORMER SLA SOLDIERS SENTENCED TO DEATH: Six former South Lebanon Army (SLA) soldiers who allegedly gunned down five Hizb'Allah fighters should receive the death penalty if found guilty, Chief Military Examining Magistrate Riad Talih said on Thursday. Five of the SLA militiamen "confessed" before the court that sometime between 1990-1993 they rounded up five Hizb'Allah members and shot them point blank in an SLA position near Shumraieh on the orders of Aql Hashem, the commander of the Security Zone's western sector who was assassinated by Hizb'Allah in an ambush in January. [Note: This is a "kangaroo court" as the confessions were received under torture and no order to murder was given by any member of the SLA.] LIES OF THE "PIECE" PARTNERS: Palestinian television recently broadcasted a play performed by girls in a summer camp which depicted Israelis as thieves of their land and murderers. The play starts with a father speaking to his son, Sallah, in the field: Sallah: "Why do the settlers take people's land?" Father: "These settlers, you can't trust them, they take land in order to build tall houses for themselves, and we'll move to the street...". Father (to Mohammed): "What is the settler's goal regarding your land?" Mohammed: "They want to take my land that I plowed and harvested." Father: "Those dogs, the settlers take, but don't give." The father is left alone working his field and a group of armed Israelis enter the stage, one of them dressed as an Israeli soldier. Father: "Get off of my land! Leave my land! Stop taking people's land!" The Israelis wave a sheet of paper and say: "Listen, it says on this piece of paper that this land is ours!". The Father yells: "The land is my property!", and rips up the paper. Afterwards, shoving and pushing start and exchanges of blows. The father says: "Get off of my land! I plowed it and harvested it". The Israelis push him to the ground, shoot him and run away. The son Sallah returns and says to his father: "Father, father, what did they do you? Why are you fallen like that?". The dying father: "My son Sallah, watch over the land, because the settlers want to take the land that I plowed." US TRIES SCAM ONCE AGAIN: When the US asked Israel to not take action against Saddam Hussein in the Gulf War, then-US President George Bush promised to sign $10 billion in loan guarantees for Israel's help. Bush then hung the same loan guarantees over Israel's head to attend the Madrid Conference. Eventually, Israel finally got its loan guarantees, but not before being lied to over and over again by the US administration (which was Republican at that time). Eventually, after Rabin and Peres made a covenant with the PLO terrorist organization, the US again needed to make promises it had no intention of keeping. This time it was during the negotiation of the agreement signed by Netanyahu and Arafat at the Wye Plantation. Clinton promised to release convicted spy Jonathan Pollard if Netanyahu would sign the agreement. After signing the agreement, Netanyahu asked to take Pollard home. Clinton reneged on the deal. Now it seems the US administration is up to its old tricks. During the Camp David talks, Clinton again mentioned the possible release of Jonathan Pollard. This time he added an additional bonus: moving the US Embassy from Tel Aviv to Jerusalem. In 1995, Congress passed a law obligating the US to move its embassy from Tel Aviv to Jerusalem by May 31, 1999. A clause in the law has allowed the president to invoke a security waiver to delay the move three times. When he invokes the "security wavier", he must state that it is "in the interest of national security". If he has delayed it three times already due to "national security", why would he want to do it now? Clinton will be out of office in six months. He obviously cannot complete the move in that time. If the next president refuses to move it (remember, the reasoning is because of "national security interests", and it doesn't matter if the president is Republican or Democrat), Clinton will not be held responsible. ALIYA UP 35%: Some 77,000 immigrants arrived last year, a 35% increase over 1998, the Central Bureau of Statistics recently reported. This is the largest number of people to immigrate since 1995. Some 66,000 Russian immigrants accounted for 80% of the increase. Ari Paltiel, head of the CBS's demography section, called the increase "sudden and unexpected." He said that some 960,000 immigrants have arrived in the past decade, compared to the 700,000 that came between 1948 and 1951, and the 150,000 that came in the 1980. Jewish Agency spokesman Michael Jenkelowitz saw the rise as a result of specific factors. "The economic chaos, uncertainty, and antisemitism that prevailed in Russia in 1998 and the Jewish Agency's efforts to establish educational programs throughout Russia contributed to the increased number of Russian immigrants to Israel in 1999," he said. In contrast, the number of immigrants from England, France, the US, and Canada has been gradually decreasing. Argentina and South Africa were two of the few countries that had higher numbers of immigrants in 1999 than in 1998, 936 and 228 respectively. The number of Jews living in Judea and Samaria increased over the past year by 7.5%, and is now close to 200,000. Sample Interior Ministry numbers, as of June 30: Ma'aleh Adumim - 25,422 people; Ariel - 16,134, Modi'in Illit - 14,264, Beitar Illit - 14,115, Givat Ze'ev - 10,332, Gush Katif, including N'vei Dekalim - 6,755. Kiryat Arba is 5,779, Hebron - 460, Karnei Shomron - 5,995, Efrat - 5,446. Beit El - 4,035. TEMPLE MOUNT FAITHFUL BARRED BY WAQF: The Waqf (Moslem authority on the Temple Mount) refused to allow the Temple Mount Faithful to enter the Dome of the Rock area in groups of four for some time Saturday, as a Supreme Court ruling had permitted, but did allow members of the Jewish group to enter the site in pairs. Jerusalem police made it clear to Waqf officials that they regarded their refusal to permit entry to groups of four as a violation of the status quo, and Jerusalem District Police Chief Yair Yitzhaki barred tourists from entry. Later, the Waqf agreed to allow the Temple Mount Faithful onto the site. Tuesday, Jewish activists ascended the Temple Mount and raised an Israeli flag there. "First the Waqf pounced on us, but were unable to lower the flag," said Noam Federman, the leader of the group. "Then some Arab policemen who, I am sorry to say, were there on the Mount tried to do the same, but also failed. Finally, our own police came and arrested a few of us. Apparently, an Israeli flag on the Temple Mount angers the Arabs."
