This E-Mail and reformatted versions of it are the only E-mails that will not send. I couldn't even send it to anyone else or to myself internally within America Online. Marshall ======================================= My apologies for this off topic posting: For an excellent overview of the topic regarding the CIA & Drugs, which includes a general synopsis on many of the same speakers that spoke at the CIA, Drugs conference in Eugene, Oregon a few weeks ago read: "Whiteout" by Alexander Cockburn and Jeffrey St. Clair, The CIA, Drugs and the Press. First published in 1998, and 1999 in paperback by Verso, ISBN 1- 85984-258-5. Realize that this is a good general synopsis of the topic at hand, a great starting point for further reading on the topic. Each chapter deals with a particular aspect of the problem and provides a good bibliography for further study. The publisher calls the book a New Left Book. As you are aware, I am a Conservative Republican, so I disagree with some of the opinions and theories expressed in this book. Unlike the authors, I do think that Communism is evil. What does all this mean to me? Well for one, this is a Bipartisan issue. Democrats are in it and Republicans are in it. For one, it means that all those people who said that drugs can't be stopped and therefore should be legalized, are wrong. Because all of the expensive interdictions and big drug busts we have seen so far weren't intended to stop the real main drug suppliers, who were actually sanctioned by our government. We must not make the same mistake that China was forced into over 100 years ago, legalizing Opium and thus expanding the drug markets, causing the number of opium addictions to soar, to the delight of the British profiteers. For me, people who are for drug legalization are CIA. Furthermore, there is a fundamental issue involved here. As a Conservative, I believe that the fundamental role of Government and the Military, is to protect the people of this nation. Being a Conservative, I feel that government is already involved in too many areas and should be curbed. Therefore, when the people are allowed to suffer and die because illegal foreign commodities are brought into the country assisted and sanctioned by our government, the government's fundamental role of protecting it's people, has been undermined. In fact it really makes you wonder if OUR government is really in charge. Well, I have lost many relatives on both sides of the family during the 1980s that were either involved with drugs and gangs or were residents and bystanders that were killed. My stepbrother died in recent years during the time I have written on this Flight 800 listserver, he died of a Crack overdose. He started with the gateway drug Marijuana, and his high school pushers introduced him to the harder, more profitable stuff. We tried to get him to stick with Addiction treatment, but Crack, extremely addictive psychologically, is really hard to kick. That is just one reason why I am opposed to legalization, it's personal. Miraculously, I have never used nonprescription drugs in my life, other than alcohol and coffee. Yet I have been around illegal drug users for much of my life, from college roommates to casual friends. To me illegal drugs are optional; they are not required for life. I look at those who say they need them, or who try to legalize marijuana; in the same way that I look at people who say they need a luxury boat, selfish. It's a want not a need. In addition I know that I was not born with enough mental capacity to survive, and I knew that drug use would destroy what little I had. Besides to buy illegal drugs, is to support the livelihood of those who also sell drugs to children, I could not sleep with that thought at night. I was in East Los Angeles back in the early 1980s and saw some of the gangs. Nightly ambulances came and picked up bodies in the streets. I remember then, there was talk about Nicaraguans selling drugs on the streets over near Echo park. In those days the streets on Sunset Boulevard, Hollywood & Vine, Santa Monica Blvd were filled with homeless runaway teenagers, drawn to the glimmer and glamour of Hollywood. One night I was on Santa Monica Boulevard with some friends. It was dark and raining and we saw a Prostitute, she must have been just a teenager, she was soaking wet, obviously wearing only a little black mini-dress, here nose was red and she obviously had a cold with her shiny wet stringy hair covering her shoulders under the shadows of the fluorescent and yellow lights. She was apparently shivering from more than just the rain. Anyway her pimp came up to her and started beating her and knocking her down with his fists. He demanded that she be more aggressive at getting a John. She screamed at him, in tears, that she needed a fix. He said she wouldn't get one until she got a John. The language they used was obviously more course & colorful than I describe on this august list. I just couldn't believe the beatings; I was shocked at the inhumanity of it all. Drugs are evil. I was a naive northwesterner. I saw this type of thing many times in different places across America. But that scene left an indelible impression upon me. I felt so sorry for her and the women like her. We could do little to help her at the time, as other thugs associated with the pimp stood nearby. Yet this was the work of satan himself to have such a flesh slavery trade that used teenagers addicted to heroin for the profit of demonically inspired inhuman pimps and their hedonist Johns. We were in Hollywood off Sunset Boulevard and many of the Johns were wealthy Hollywood types, producers, directors, driving expensive cars, Ferraris, Aston Martins, Rolls Royce...you know the type, they're the ones contributing large sums of money to the Clinton/Gore DNC! It was to watch the depths of hell here on earth, almost like watching victims at Auschwitz. All to help some distant third world country pay back it's debts to Citicorp, Bank of America and 1st Boston using illegal drugs as cash crops. During the 1980s I went with our church group into an area back up here called "crack row". The houses had obvious bullet holes everywhere. Shootings were commonplace. Real estate prices plunged. We became aware of some poor elderly people who were unable to move out, because they could not sell their houses. Houses in these areas were unsellable and worthless. I personally knew of one elderly W.W.II veteran who could not sell his house there and he was white. The damage that the crack trade did to that part of town in terms of destroying people's lifetime savings was unimaginable. Ultimately the crime spread over the city until more police were brought in. One day some friends and I decided to dress up and drive through with a European luxury car, like the ones we saw there all the time. As we drove through "the enforcers" stood by, wearing long coats in the blazing summer heat, obviously bulging from weapons, such as shotguns and miniguns (machine-pistols). Once one passed this drive-thru gauntlet, a kid (a "runner") would run up to your window and ask you if you wanted some ...soup.. they called it then. If you said No (which we did), you just kept moving behind the rows of Mercedes, BMWs, Land Rovers, Cadillacs, all with white drivers and passengers, ahead. You see, the people within the neighborhood, who were on welfare and fixed incomes, could not afford the quantities of drugs that were sold there, it was the wealthy white suburbanites (Clintonite types) who came into the neighborhood and bought most of the drugs inside these neighborhoods. Somehow they, the white customer John, never got shot. Everyone else did. So as long as you looked like the white customer John, you would never get shot. Later I remember we were introduced to a 12 year old "runner" for one of the gangs at a half-way outreach house. He wore a cellphone and pager. We asked him how much he made. He said $600 dollars per day, pulling out some crisp bills to prove it. He made way more than his teacher! Obviously there was no incentive to work at MacDonald�s or obtain a legitimate job! The older gang members would recruit and use underage kids, because when these juveniles were busted, they just went back onto the streets in only a few days. Older kids would end up incarcerated for longer spans. This kid or "runner" was the person that ran out to deliver the money or the drugs to the cars that drove thru "crack row". Often they would cross gang boundaries to reach the customer. If they did, they would be shot as targets by the rival gang, that was why they were "runners". Many didn't live very long. I experienced many hardships when near these neighborhoods. Once while passing nearby, my car was rammed by gang members and thrown up onto a sidewalk. My cousin a non-drug user resident was later killed instantly down that street by a high speed chase involving gang members. Later my car was stolen. All across the nation, in every large city, the same things were happening. I saw it in Compton, Palo Alto, Tacoma, etc. It affects everyone, because drugs are usually associated with other violent crimes including theft, burglary, murder, etc. Here in the Northwest inner city crime in California, along with earthquakes and pollution, helped send up waves of Yuppie WASPs during the 1980 and early 1990s. Those in favor of legalization once used the argument that when drugs are legalized the supply would rise to demand and the market unit price would fall, reducing the amount needed for theft and other crimes needed to support the habit, reducing overall crime. Well the CIA supported Nicaraguans, thru gang distributor Freeway Ricky Ross perfected the marketing of Crack cocaine, which become very affordable and inexpensive. However, violent crime and theft did not drop, as predicted, until after heavy demand side law enforcement. For me this is proof that legalization won't work. To think that the CIA was protecting the main drug suppliers, causing lives to be destroyed, people killed, making helpless elderly people's property to become worthless, is reprehensible. I remember that article in the late 1980s Economist Magazine ranking our National Capital, Washington DC, among the top most dangerous cities in the world! Our National Capital City! I remembered thinking that George Bush surely must be ashamed of his city being just a few blocks from his White House. But now I see in his actions toward supporting Felix Rodriquez, the CIA agent that oversaw illegal cocaine imports, that Bush was probably in on the plague. Read �The Dark Alliance� by Gary Webb. Now Colin Powell was Chairman of the JCS during the Bush Administration. Obviously, with his highest level security clearances, he knew what was really going on about the CIA protecting and assisting Noriega & drug suppliers that brought large quantities of drugs into the country. He had to know that the third world debt was being paid on the backs of the fragile and inner city poor of our nation. You know, LBJ pressed for Civil Rights and the War on Poverty to sooth his tormented chain smoking, conscience and soul, after having JFK killed and then committing thousands of men to be killed in Vietnam. Now I see why Colin Powell is so very much committed to his organization, 'America's Promise', to help kids, so as to sooth his conscience and soul after partnering with a Bush Administration that was allowing, protecting and assisting major drug shipments entering the streets of America during the 1980's and thus destroying the lives of many youth. I think he feels an obligation to do something to build up what was destroyed. At least he is doing something. Perhaps he did protest, but was given a �promise� to support his new volunteer organization financially, in exchange for silence. He probably can't sleep either, just like LBJ. It all makes sense now. Things aren't as they appear. All along I just thought he was just being a real nice guy. A report by the National Center on Institutions and Alternatives found that 50% of the African American men between ages 18 and 35 are either incarcerated, on probation or parole, or out on bail or warrants. This study comes on the tail of other similarly alarming reports. The Sentencing Project reported that one in three young African American men nationally is under the thumb of the criminal justice system. The United States Justice Department found that the lifetime likelihood of a black man going to prison, not just being arrested or jailed, is nearly one in three, compared to one in 20 for white males. And researcher Jerome Miller has calculated that 4 in 5 black men will be locked up in prison or jail at some time during their lives. Some argue that this is a simple outgrowth of higher criminality amongst blacks. Conservative criminologist James Q. Wilson has called these disparities an "unhappy fact" which simply reflects different rates of criminality. But that grossly oversimplifies matters. In scientifically conducted polling research, young black men report committing about one-and- a-half times as much violent crime as young white men. Yet young black men are arrested for violent crimes at about 4 times the rate of young white men and fill our nation's prison cells at about 7 times the rate of young white men. When you look at our most severe punishments, like California's "Three Strikes and You�re Out" law, African Americans are "struck out" at 13 times the rate of whites. What do we do with these numbers, numbing as they can be? As a society, do they shock us into action, or are they just one more bit of bad news over morning coffee? Put your own face to these numbers. Imagine if half of your male friends were involved in the criminal justice system. The trouble with all that is the more you learn about Colin Powell, the more you realize just how dangerous he really is. He has more demagogue potential than even Bill Clinton. And the last thing America will need in the year 2000 is another leader who believes in little more than his own quest for pure political power. There was a priceless moment during the endless television coverage of the volunteerism hoopla a week ago when a reporter actually asked Powell, the chauffeur-driven, self-appointed CEO of volunteerism incorporated, a question about how his idealism would actually play out in the real world. I can't remember the specifics of the question, but it's not really important. The key is the elitist way he answered. "I can't be bothered with that. I'll leave those details to the governors and the state legislatures to figure out," he said. Now, let me get this straight. Here's a man who has never been elected to anything in his life, dismissing the practical, real-world consequences of his actions as too trivial to bother with. He's above all that nonsense. Leave it to the politicians to figure out, he scoffs. This worries me. Just who does he think he is? Then there are the troubling remarks he made recently to gonzo newsman Marc P. Morano last week during a reception in Washington. He claimed the volunteerism effort was needed, in part, because of "right- wing budget cuts" that have hurt the poor and inner cities. He sounded more like Hillary Clinton than Ronald Reagan, saying, all he was concerned with are "the kids." Powell also said racial preferences are still the best way to help black Americans and other minorities, adding, "The Declaration of Independence did not mean a thing to blacks." The "legacy of slavery," he said, mandates the continuation of racial preferences "probably for another generation and a half." He also defended the Great Society as a historically necessary event. He insists blacks still need government help -- and preferences -- to succeed. He defended racial set-asides for universities and criticized Proposition 209 in California against affirmative action. "I hope the Founding Fathers will be looking down on Independence Hall with pride this week as our presidents, their first ladies, our governors and thousands of our fellow citizens gather to begin this crusade of giving, sharing and caring for the American family," Powell said last week. Compulsory volunteerism? Do you think Thomas Jefferson would be proud of that concept? Official racial preferences? How would James Madison view that one? I think the founders would be more proud if Colin Powell began his "mentoring" campaign by teaching the important principles of the Declaration of Independence rather than dismissing them as not important to blacks. Millie McGhee, the author of Secrets Uncovered, J Edgar Hoover - Passing For White? is an African-American who says she was told as a little girl in McComb, Mississippi, of her family's links with Hoover. She writes in the book that her grandfather told of her of this "very powerful" man in Washington who was related to the family but did not want the links to be known and passed himself off as white. Ms McGhee, a former teacher in Los Angeles, explains that she contacted a genealogist in Salt Lake City, Utah, for help in tracing her family's history back 200 years. She says her research shows that Hoover's grandfather and great-grandfather lived in a segregated black area of Washington and were classified in a census as "coloured". Hoover, who was born in 1895 and died while still head of the FBI in 1972, was apparently anxious that no one should know of his origins. According to Ms McGhee, relatives were warned of dire consequences if they spoke publicly of his background. As a little girl she believed that they would be killed if they mentioned the secret. "Is this man so ashamed of his race that he would spend his whole life passing for white?" she asks. "How has our race offended him?" She believes that his obsession with King and other black civil rights leaders stemmed in part from his repressed anger about his secret life. She told the Guardian yesterday that members of the Hoover family who had contacted her had not been angry about the disclosures, but that her own family were unhappy with her decision to go public. "They're very upset." "I never wanted to be related to him," she said. "I never even liked him." Hoover came from a family that had always worked in government service in Washington. He entered the justice department after graduating in law, became acting director of the FBI in 1929 and was confirmed as director shortly afterwards. He was associated throughout his career with a fierce paranoia about the left and the civil rights movement, and an obsession with pursuing what were seen to be enemies of the United States. A powerful figure during his life, he became the subject of much mockery after his death, when it was claimed that he had enjoyed cross-dressing. Hoover's wire-tapping and hidden surveillance practices took the FBI's involvement in the private lives of US citizens to new levels. After his death it was accepted that no FBI director should ever have such power again. Ms McGhee says that the book is not an expos� of Hoover's dishonesty, but more of a cross between "Roots and Danielle Steel", in that it catalogues her search to discover the family's secrets.
