Senator Renews Threat to Block Nominations

WASHINGTON (AP) - A Republican senator renewed his campaign
Monday to stop Senate votes on White House judicial nominations,
saying President Clinton had violated an agreement on recess
appointments.

Sen.  James Inhofe, R-Okla., accused the president of undermining
a spirit of cooperation when he made 17 temporary appointments
while the Senate was not in session during August.

The Constitution gives the president power to make temporary
appointments during a congressional recess.  The appointment
stands during that session of Congress.

But Inhofe, a fierce critic of Clinton, has contended that the
president has abused this right to appoint nominees whose
confirmations were in doubt because of questions raised in the
GOP-led Senate about their qualifications.

"I am announcing tonight I will put a hold on all judicial
nominations for the rest of his term," Inhofe said.  Clinton's
term expires Jan. 20.

Under Senate tradition, a single senator can put a "hold" on a
nomination, which makes it more difficult to get the nomination
to a vote.

Inhofe acknowledged that his latest action might be an "empty
threat" because of a lack of support from Republican leaders.

He also put holds on all nominations after Clinton made
appointments during the New Year's recess but was opposed by
Senate Majority Leader Trent Lott, R-Miss.  Lott argued that the
White House had tried to act in good faith in making the
appointments, and the Senate should not hold up the nominations.
Without Lott's support, Inhofe last February lost a 79-19 vote on
stop confirmation of several judges.

Democrats then were hitting the Republicans hard for causing
delays in confirmation votes for minority nominees.

Inhofe pointed to a 1985 agreement between President Reagan and
Sen. Robert Byrd, D-W.Va., then the majority leader, under which
the president pledged to give notice of any coming recess
appointments. Clinton agreed in June 1999 that this agreement was
a "fair and constructive framework."

The Oklahoma Republican said Clinton violated the agreement in
August with "17 recess appointments in just an arrogant defiance
of the Senate's prerogative of advice and consent."

Among those appointed was Bill Lann Lee as assistant attorney
general for civil rights, who faced strong opposition from some
Senate Republicans.
