Since then -- in war and peace -- America's Air Force has maintained a worldwide vigil, responding rapidly with unparalleled reach and power. The past year has been an eventful one for our Air Force. We've reconstituted our forces following a 78-day air war over Serbia in which air power alone halted a despot's cruel actions against ethnic and religious minorities within his own country. At the same time, we worked hard to implement the Expeditionary Aerospace Force, and for the first time deployed eight of our 10 aerospace expeditionary forces. These deployments were the first steps on our journey to a 21st century force structure, and the lessons learned are already being used to improve the way we will operate the EAF. As advertised, predictability and stability have become more common in the lives of our war-fighters and their families. We "declared war" and met our recruiting goals; and we are hopeful we have turned around the downward retention trends of the last several years. We also invested heavily in our readiness accounts, in an effort to stabilize the readiness of all of our units, and these investments are beginning to bear fruit. This past year was one in which we worked hard to rebuild and redirect our Air Force, but it was also one in which we continued operations throughout the globe. From Operations Northern and Southern Watch, to flood relief in Africa, to the fire-ravaged forests of the western United States, America's Air Force stood ready and stood together, nearly three-quarters of a million people strong -- active, Reserve, Guard; military and civilian -- to make our own great nation stronger, and to protect its worldwide interests. To all who have served before and to those who now serve, happy birthday to America's Air Force: No one comes close! 001386. JEFX conducts 'live-fly' at Nellis by Tech Sgt. Rich Covington Air Warfare Center Public Affairs NELLIS AIR FORCE BASE, Nev. (AFPN) -- Hundreds of aircraft and units converge here each year for training, which is why the "live-fly" portion of the Joint Expeditionary Force Experiment 2000 is being held here Sept. 11 through 14. JEFX is a large-scale experiment designed to prepare Air Force, Army, Navy and Marine forces for the challenges of future combat. It combines live-fly forces, simulations and technology to form a realistic environment for warfighters to explore new technologies and processes. The experiment began Aug. 28 and runs through Sept. 15. The live-fly portion of JEFX 00 involves 100 aircraft from the Air Force, Navy and Marines. More than 65 of these platforms and 1,600 people will operate out of Nellis. This year, the Predator unmanned aerial vehicle will be integrated over the range during strikes, and controllers will keep fighters and bombers deconflicted above the UAV. The JEFX live-fly phase begins right after a major electronic warfare exercise, Green Flag 00-4. Many assets from Green Flag will already be in place at Nellis and roll right into JEFX. Curt Seebaldt, JEFX live-fly planner for the Command and Control Training and Innovation Group, Hurlburt Field, Fla., said that Nellis is ideal for such a challenging event. "Nellis has the airspace, ranges, threats and infrastructure in place to support such a large-scale event. It's the logical choice for the live-fly portion of the experiment," he explained. According to Seebaldt, the Nevada Test and Training Range is a major reason experts chose this location. The 3.1 million-acre range located north of Nellis is designed for realism and provides aircrews and planners more leeway than other locations. "There's nothing like it in the world," Seebaldt said of the Nellis range. "I flew in my first Red Flag (air combat training exercise) in 1977. The capability and training opportunity these ranges offer now is staggering." For example, the range holds some of the world's most realistic targets and threat equipment. It also incorporates the Nellis Air Combat Training System, a computerized system capable of displaying real time interaction and information on more than 100 aircraft, 20 threats and several ground targets. "Nellis has taken the lead on JEFX 00 live-fly," said Mr. Seebaldt. "What happens during live-fly will shape the future of time-critical targeting," which is a high-interest item to Gen. John P. Jumper, Headquarters Air Combat Command commander, Seebaldt explained. Gen. Jumper will also act as the Combined Forces Air Component commander for this year's experiment, he added. Nellis hosts several realistic combat training exercises every year such as Red Flag and Air Warrior. In addition, the 422 Test and Evaluation Squadron, tasked with testing and evaluation of new fighter technology and tactics for the Air Force, is based at Nellis. The USAF Weapons School here provides some of the most advanced training in weapons and tactics for officers in the combat air forces. The USAF Air Ground Operations School is the only school in the United States devoted to instructing military members from all the services in coordination of air to ground operations. 001383. Air Force creates new award for top physician assistants OMAHA, Neb. (AFPN) -- In 1946, Jesse Edwards, a fresh-faced kid from Mineral Wells, Texas, stood on the parade ground during boot camp and wondered what he would be assigned for specialized training. The instructor called out Edwards' name along with 74 others and said, "Congratulations, gentlemen, you're all going to be medics." By simple luck of the draw, Edwards began a health career that covered 21 years in the military, and more than 33 years with the University of Nebraska Medical Center. Edwards, associate director and co-founder of the UNMC Physician Assistant program, is now the namesake of the Jesse Edwards Award, an Air Force award given to the Company Grade Officer Physician Assistant of the Year. Edwards received a direct commission to the officer corps in 1955. Using his military education benefits, by 1962 he earned a baccalaureate and a masters degree in business management. After an assignment at Offutt Air Force Base, Neb., Edwards retired from the Air Force in 1967. Looking for work, he answered an ad for administrative personnel in the department of pediatrics at UNMC. Edwards' experience and dedication led to several promotions in the College of Medicine administration. But when he was asked to develop a physician's assistant program at UNMC in 1972, he felt he finally found the long-range career opportunity he desired. Edwards quickly urged that prestige and national respect for any UNMC physician assistant program warranted appointing a doctorate-level director. That is how he co-founded the program with Dr. Thomas Gallagher, who was director until 1992. >From the very beginning of UNMC's program, Edwards simultaneously urged the Air Force to build up its own physician assistant program. Edwards played a major role in the development and implementation of the military's PA curriculum and ability of military PA's to obtain a baccalaureate degree from the University of Nebraska. The degree is required to become a commissioned officer. "I can't express what the Air Force award means," Edward said. "As a retired medical service person, I know from experience that awards at this level are usually named after generals and men of great reputation. I was stunned. I accept this honor as a capstone for all the work I've done to further the profession of physician assistant." Today, Edwards continues to serve as consultant to the military PA program, and is guiding efforts to upgrade that program from a BA to a post-graduate degree. He is an honorary member of the American Academy of Physician Assistants, a member of the Nebraska Academy of Physician Assistants and the Society of Air Force Physician Assistants. (AFPN) -- The Morale, Welfare and Recreation office here will host an all-military inaugural Wilderness Challenge Oct. 6-8 in Fayetteville, W.Va. "With the popularity and growth in outdoor recreation by the military sector, MWR decided to design a program to promote outdoor adventure along with physical readiness and competition," said Michael Bond, MWR event coordinator for the Wilderness Challenge. "We looked at what our sailors were interested in and built a new and exciting program around their interest," Bond said. Recent surveys conducted by the Navy's MWR headquarters in Millington, Tenn., rank outdoor recreation as one of the top three programs in which patrons are most interested. Wilderness Challenge is a series of outdoor adventure races designed to test the endurance, strength and speed of the competitors over a two-day period in the mountains of West Virginia. "We consider this a great opportunity for commands from all branches of the armed forces to display their best sailors, soldiers, Marines and airmen in a highly physical competition," Bond said. The challenge consists of a 6.2-mile night hike, a 40-mile mountain bike relay, a whitewater raft race and a 5.5-mile run. "We look forward to this becoming a popular annual event where commands and teams will be hungry to earn bragging rights for the title," Bond said. "It won't be an easy competition and only the strong will survive, so the winning team will be the best of the best in outdoor recreation and physical endurance." Wilderness Challenge is open to all branches of the military. Each team will consist of five active-duty military people with one person being female. There is a space limit of 30 teams for this competition and not more than two teams can come from any one installation. AFSPC to honor early space pioneers by Lynn Gonzales Air Force Space Command Public Affairs PETERSON AIR FORCE BASE, Colo. (AFPN) -- Air Force Space Command will recognize three men who played prominent roles in Air Force early space and missile programs during a ceremony here Sept. 21. Col. Joseph Kittinger Jr., Col. Thomas O'Regan Haig and Dr. Ruben "Rube" Mettler will be presented with the Air Force Space and Missile Pioneers Award, which includes induction into the Air Force Space and Missile Pioneers Hall of Fame. Kittinger, Haig and Mettler made significant contributions to many of the Air Force's and the nation's advances in space and missile technology during the 1950s and 1960s. Kittinger participated in the early stratospheric balloon programs, Projects Man High and Excelsior, and holds world records for a series of parachute jumps that provided some of the earliest data on the effects of a near-space environment on the human body. In 1960, he parachuted from a balloon at an altitude of 102,800 feet, breaking the sound barrier before his chute opened 16 miles and 4 minutes and 36 seconds later. As an Air Force pilot, he flew several operational and experimental aircraft. In May 1972, Kittinger was shot down in his F-4 Phantom over Hanoi and served 10 months as a prisoner of war. He went on to command an F-4 squadron and served as vice commander of an F-4 fighter wing. Haig played an important role in precursor programs to the Air Force's Defense Meteorological Satellite Program. In the 1960s, he led efforts which laid the groundwork for today's weather and environmental satellites by developing early military systems to monitor cloud cover and establishing a network of ground stations and control centers. Mettler managed the development program for Thor, the first Air Force missile to use inertial guidance. Following the program's success in 1956, he oversaw system engineering and technical direction for the Minuteman intercontinental ballistic missile program for three years. The Air Force Space and Missile Pioneers Award Program began in 1989 with the National Space Club's selection of 10 space pioneers. The program formalized in 1997 as the Air Force Space and Missile Pioneers Award during the Air Force's 50th Anniversary celebrations. With the induction of Kittinger, Haig and Mettler, the Hall of Fame will include 21 members. 001384. Hispanic-American general was aviation pioneer, tactical genius by Jim Garamone American Forces Press Service WASHINGTON (AFPN) -- He was an aviation pioneer, an organizer of Allied victory during World War II and a Hispanic American. He was Elwood "Pete" Quesada. Quesada was the son of a Spanish businessman and an Irish-American mother. His military career spanned aviation history from post-World War I era biplanes to supersonic jets. Quesada was born in Washington, D.C., in 1904, a few months after the Wright Brothers flew at Kitty Hawk, N.C. He grew up with aviation. World War I imposed hothouse growth on all things connected with planes. In 1914, when the war began, primitive aircraft scouted enemy formations. They did not fire at each other nor did they drop bombs on the enemy troops. The aviators themselves began the first moves toward arming the craft. The pilots shot at each other first with pistols and rifles and then machine guns. Bombs and rockets came next. The U.S. Army used aircraft to good effect during the St. Mihiel offensive of 1918. All through the war, the opposing sides developed planes that flew longer, farther, faster and could do more things. After the war, aircraft development continued. The 1920s were a time of experimentation. Plane design changed from biplanes at the beginning of the decade to sleek monoplanes by the end. Quesada started his military career in the middle of this ferment. He entered the Army Air Service as a flying cadet in 1924. He went through flight school at what is now Brooks Air Force Base, Texas (then called Brooks Field) and advanced training at neighboring Kelly Air Force Base. Having only a reserve commission, Quesada found the active Army Air Service had no space for him. He returned to civilian life, playing baseball for the St. Louis Cardinals. In 1927, he returned to the Air Service and received a Regular Army commission. He reported to Bolling Field in Washington. Bolling Air Force Base is now an administrative center, but its runways in 1927 were full of aircraft flown by some of the most innovative thinkers in the Army Air Corps. Pete Quesada joined then -- Maj. Carl "Tooey" Spaatz and then -- Capt. Ira Eaker in developing air-to-air refueling. On Jan. 1, 1929, a three-engine Fokker C-2A rose into the air from Metropolitan Airport in Los Angeles. It did not land again until Jan. 6. Quesada, Spaatz and Eaker shared piloting duties aboard the plane, dubbed the "Question Mark." Throughout their five days aloft, the Fokker crew took in fuel from a Douglas C-1C that passed a hose in flight -- as well as oil, water and food. In all, the Fokker crew made 37 mid-air transfers and flew more than 11,000 nonstop miles. Today, air-to-air refueling is almost routine. The United States bases the B-2 bomber in Missouri, knowing that no spot on the globe is too far away thanks to inflight refueling. This started with the flight of the Question Mark. But Quesada's larger contribution came during World War II. The fabulous Allied air-ground machine that chewed up Nazi forces in Europe didn't just materialize. It was Quesada's baby. Even before the war, Quesada -- like many others -- had been thinking of the place of air power. But where others looked to strategic bombing, Quesada concentrated on the tactical application of air power. During classes at Maxwell Field, Ala., and at the Command and General Staff College at Fort Leavenworth, Kan., Quesada began to build the concept of close air support. He predicted the next war would require "all sorts of arrangements between the air and the ground, and the two will have to work closer than a lot of people think or want." He got the chance to put his theories into practice. In December 1942, he was promoted to brigadier general and sent to North Africa to command the 12th Fighter Command. He put his ideas through the crucible of combat, and they evolved into Army Air Forces field regulations "Command and Employment of Air Power," published in July 1943. At the heart of these regulations is the premise that air superiority is the prerequisite for successful ground operations. Further, he said, the air and ground commanders must be equals and there had to be centralized command of air assets to exploit the flexibility of air power. In October 1943, Quesada went to England and assumed command of the 9th Fighter Command and readied that unit for the Normandy invasion. During the build-up and breakout that followed the invasion, Quesada was at his best. He placed forward air observers with divisions on the ground, and they could call for air support. He mounted radios in tanks so ground commanders could contact pilots directly. He pioneered the use of radar to vector planes during attacks. This was particularly helpful during the Battle of the Bulge in December 1944, when bad weather hid many German targets. The air-ground apparatus he put together was the best in the world. After the war, he was the first commander of TAC -- the Tactical Air Command. He moved the headquarters from Tampa, Fla., to Langley Air Force Base, Va., so he could be close to the headquarters of the Army Ground Forces. When the Air Force became a separate service in 1947, he went along as a lieutenant general. Quesada retired from the Air Force in 1951. He was disillusioned with the emphasis placed on Strategic Air Command at the expense of tactical air.
