actually run by the judicial system, as they filed suit alleging that
New York state discriminates against upstate schools with high
minority enrollment. Federal Judge Lawrence M. McKenna ruled that the
suit may proceed under civil rights law, under the private right of
action claiming disparate impact from allegedly substandard upstate

of an upcoming Second Opinion feature. For example, it is much easier
for liberals to promise government handouts than it is to promote
personal responsibility. It is much easier for liberals to blame guns
than it is to address America's "culture of violence." It is much
easier for liberals to defend the "choice" of abortion than to take
the position that life is sacred.
