-Caveat Lector-

: In congressional hearings (Apr97), U.S. Congressman Dan Burton
: identified Vadim Rabinovich as Grigori Loutchansky's key lieutenant
: in Ukraine. It appears that Vadim Rabinovich's business partner in
: Nordex, Grigori Loutchansky, is busy in many countries in addition to
: Ukraine, including Russia, Latvia, Austria, Israel, USA, UK, Canada,
: Iraq, Georgia, Kazakhstan, Hungary, and now Bulgaria.

: The Transitions article below also links Loutchansky to Mikhail Cherny
: (aka Chorny, Cherney, Chornoi) whom we came across in the Fortune
: article that included the takeover of the alumina/aluminum industry in
: Ukraine by oligarchs like Berezovsky. Loutchansky is the self-described
: "outstanding Jewish businessman" who attends fundraisers for
: Clinton/Gore, contributes to Israeli politicians like Netanyahu and
: Sharansky, has ties to Viktor Chernomyrdin and the KGB, delivers Scud
: missiles to Iraq, and deals in nuclear materials, arms, drug
: trafficking,
: gold, money-laundering, etc. Loutchansky has ties to other mafia
: oligarchs
: like Sergei Mikhailov, Semyon Mogilevich, etc. And Loutchansky has the
: distinction of being the sole subject of a two-day meeting of Interpol
: involving 11 nations. Loutchansky had earlier served a two-year prison
: term for embezzlement. Loutchansky also has ties to "Israeli citizen
: Leonid Borisovich Wolf, who is considered a member of a professional
: organized criminal group, which is suspected of carrying out contract
: killings in the Odesa, Kyiv, and Dnipropetrovsk regions" according to
: the SBU.

: Not only do the governments of Ukraine and Bulgaria have ties to the
: Russian Mafia, but they have ties to the same Russian Mafia organized
: crime familia.

: Russian Mafia Strikes Back in Bulgaria
: by Polia Tchakarova

: SOFIA -- The presence of the Russian mafia in Bulgaria has taken a new
: twist in the past two weeks, as accusations and confessions continue to
: suggest mafia links to the Bulgarian government.

: The latest scandal began when the widely read Bulgarian Trud daily
: newspaper reported last week that the Russian mafia gave $80,000 to a
: foundation run by Prime Minister Ivan Kostov's wife, Yelena Kostova.
: Kostova admitted the paper's report was true, but said she didn't see
: any
: harm in taking money from the mafia. The scandal further intensified
: when
: Russian businessman Grigory Luchansky the same man who transferred
: money to Kostova's fund told Trud that every month he has been giving
: nearly
: half a million dollars to the ruling Union of Democratic Forces party.

: Kostova has presided as the chairwoman of the Future for Bulgarian
: Foundation for the past four years. The paper claimed on 7 September it
: had
: discovered a bank document from 4 April 1997 that proves that a company
: that
: the Bulgarian National Security Services (NSS) has said is connected to
: the
: Russian mafia transferred the money to the foundation. A day after the
: report
: appeared in Trud, Kostova admitted that the money had been transferred
: from
: Pordeks, Luchansky's Bulgaria-based company. She said that the money was

: used for charitable purposes and that there was nothing wrong with
: spending
: allegedly dirty money on good causes. Kostova's statement shocked
: parliamentarians from both ruling and opposition parties. Prime Minister
: Kostov
: reportedly responded only by saying, "Don't mess with my wife," and by
: calling
: the accusations another attempt to destabilize the country, Trud
: reported.

: According to the NSS, the money can be traced back to the Russian mafia.
: NSS Gen. Atanas
: Atanasov has connected Luchansky to the notorious Russian tycoon Mikhail
: Cherny, who is
: believed by international crime fighting organizations to be strongly
: linked to the Russian mafia.
: Last month, the Bulgarian government last month expelled Cherny from the
: country and barred
: him from re-entering for 10 years in what it called an attempt to clean
: up the country and its
: reputation.

: So far, however, authorities have failed to make a decision about the
: paper's charges, and
: General Prosecutor Nestor Nestorov said he has not yet ordered an
: investigation. Bulgarian
: President Petar Stoyanov was visiting the United States when the scandal
: broke. Upon his return
: he did not make any attempts to defend the Kostovs, but appealed to the
: prime minister for a
: public explanation.

: The scandal has sparked public outrage from those who voted for the
: democratic forces, and the
: opposition is using the momentum to renew its fight against the
: government in preparation for July
: 2001 parliamentary elections.
