Secretary-General Kofi Annan and the Europeans to now to front for them. The Israelis have been desperate for years to get Arafat to sign an "end of conflict" agreement before he is no more. The whole Oslo "peace process" has been designed to get Arafat trapped into an agreement whereby the shrunken and disjointed "Palestinian State" that comes legally into being is more a creation of the Israelis than of the Palestinians, with severe limitations and restrictions that lock in Israeli (and CIA) domination and control. Even as they target Palestinians with tanks, snipers, and helicopter gunships; blockade and lay siege to their cities; destroy their economy; and threaten to bring down Arafat's regime if it doesn't do what it was established to do; the Israelis are also maneuvering in secret with the Americans and the Arab "client regimes" to resurrect Camp David. Having failed on their own, the U.S. is now using Kofi Annan and the Europeans to entice the Arabs and to give them political cover. Stated more succinctly, the Israelis are trying to torture the Palestinians into submission; to use the Americans and the U.N. to push the Palestinians into another major duplicitous historical agreement; and to entice the rich Europeans and oil Arabs to pay-off the Palestinian refugees, even against their will. It's a plot of immense historical proportions with the ultimate goal of perpetuating American domination of the Middle East through the shoring up of the Arab "client regimes" and foisting a "comprehensive peace" on the region that will actually be a rebuilt Pax Americana. At the same time the Israelis would be integrated into the region through new international agreements which the Arab client regimes will be able to argue are justified because the Palestinians signed an agreement and there is now a Palestinian State. Maintaining its vastly superior military and economic power, coupled with its special alliance with the U.S. which may include a formal treaty, Israel would have achieved its main historical aims and would insist the conflict with the Arabs has been brought to a juridical end. That's what all the pomp and circumstance once again at the White House will be all about -- focusing the attention of the world on what the Israelis and Americans want to present as a legitimate historic deal finally done, signed and sealed. Arafat and entourage were used to put down the first Intifada -- that's what Madrid and Oslo were all about. Arafat and his regime are now kept going in order to similarly deal with Intifada II -- that's what Camp David was supposed to achieve by preemption and now what the "comprehensive peace" plan outlined below is all about. The deal leaking out is much more facade than real. It is a repackaging of what the U.S. and Israel -- which have all along essentially been one negotiating team through Israel's infiltration of the Clinton Administration -- have been rushing to achieve since Oslo was signed on the White House lawn. It is a deal that leaves the Israelis everywhere in actual control, but gives Arafat a few symbols he can claim are something other than surrender. As with all previous agreements, once signed it will become apparent how false and deceptive the "deal" really is -- but by that time it may be too late. As with Sadat and Hussein, the Israelis want a signed international treaty they can hold up for all the world to see, and then preferably they want the leader that signs it to be soon gone, no longer able to unravel what has been done or to challenge the Israeli interpretations and implimentations. SECRET PEACE MANEUVERS AMERICANS SECRETLY GAVE "BRIDGING PROPOSAL" TO ISRAEL AND PALESTINIANS By Ben Caspit Ma'ariv, Nov 16) The U.S. gave Israel and the Palestinians its "bridging proposal" over a week ago. Copies of the document are locked up for safekeeping in Jerusalem, Gaza, and Ramallah. The American document was given to the two sides after each secretly passed their own proposals to Washington a few days prior. Here are the main points of the Israeli document sent to Washington two weeks ago: - Withdrawal from 90% of the West Bank to make way for a Palestinian state. - Settlement blocs under Israeli sovereignty, in three separate groupings: Ariel, Gush Etzion and Jerusalem surroundings. - Three IDF bases on the Jordan River. Mountain-top early-warning radar systems. - Jerusalem: The Moslem and Christian Quarters under Palestinian sovereignty, the Jewish and Armenian quarters under Israeli sovereignty. -The Temple Mount: Palestinian sovereignty aboveground, Israeli sovereignty underground (where the temple remnants are located); a prohibition on digging of any kind. - Refugees: No right of return to Israel (other than in humanitarian cases), creation of an international aid network, compensation for refugees, limited right of return to Palestine. In the meanwhile, a secret, international initiative to restart the peace process is under way. UN Secretary-General Kofi Annan presented the plan to Ehud Barak in their London meeting on Tuesday. Being planned is convening an international "peace summit" chaired by the UN and attended by U.S., Russian, Chinese, Israeli, Palestinian, Syrian, Lebanese, EU, Egyptian, Jordanian, Morocco, and perhaps even Saudi delegates. The summit would last a few days, its theme: creating comprehensive peace in the Middle East. The idea was first raised by Abu Ala (senior Arafat aide) and adopted enthusiastically by Annan as a means of bringing Barak and Arafat down from the irreconcilable positions they have adopted over the past few weeks. Annan's Mideast envoy Terje Larsen is now in Israel trying to enlist support for the idea. Annan believes that such an international summit could restore momentum toward the objective of achieving peace between Israel and the Palestinians, Syrians, and Lebanese at one go.
