Bush's team charged yesterday that convicts voted for president while Al Gore's team challenged ballots from U.S. troops overseas for fear they'd back the Republican. "How can felons be allowed to vote while the men and women in our armed forces cannot?" demanded Montana Gov. Marc Racicot, a Bush ally. "When the American people learn about these things, they're going to ask themselves, 'What in the name of God is going on here?'" he said. Bush is clinging to a 930-vote lead in Florida, which will decide the next president, but Gore allies hope to find 931 more votes in controversial hand recounts in three heavily Democratic counties. The charges about felons, some convicted of rape and murder, and soldiers came as Team Bush ripped Florida's hand recounts as "completely untrustworthy" chaos and fraud aimed at stealing the election for Gore. Bush aides say they have affidavits alleging punch-card ballots were manhandled, trampled, used as fans, taped over to cover Bush votes, shaken to dislodge partial punchouts - and that Bush ballots were stuck in Gore piles in deliberate "sabotage" of the vote. The race that will decide the president is on hold until tomorrow when the Florida Supreme Court decides whether to require that the Gore-backed hand recounts be included in the official tally. The Miami Herald reported yesterday that at least 39 felons - 32 Democrats, three independents and four Republicans - illegally cast Florida absentee ballots in the Miami-Ft. Lauderdale area. The paper estimated that if felons voted in equal numbers elsewhere in Florida, then 2,000 cast illegal ballots. Gore spokesman Chris Lehane retorted that Bush was injecting "raw, crass partisan politics into a situation that ought to be guided by the laws of our land." But speaking for Bush, Racicot, a former Army prosecutor and state attorney general, charged: * "Chads," or punchouts, are being taped over on ballots to cover up holes punched out for Bush. He said two witnesses filed sworn affidavits that they saw it happen in Palm Beach but that Democratic election supervisor Theresa LePore "has simply brushed off these concerns and these objections." * Bush ballots were stuck into stacks of Gore ballots to be counted as Gore votes and fraudulently inflate Gore's total. He contended an unnamed Democratic observer apologized when he found some Bush ballots in a Gore pile and admitted, "The ballots were different last night, and in his [the Democrat's] words had been sabotaged." "We have no idea how often this has occurred," added Racicot, who said a Republican observer named Jim Williams saw the co-mingling of ballots but was unable to get an explanation from election officials. * Punch-card ballots were used as fans by hand counters, potentially dislodging the punchout and creating new "votes." He noted that the Democratic chairman of the Palm Beach County canvassing board "had to warn the counters not to use the ballots as fans." * Ballots were found with "Post-It" notes stuck over the punchout area for presidential votes. * At 2 a.m. Thursday, an elderly counter dropped 20 to 60 ballots on the floor, and some were trampled. * In two precincts results were "so flawed" that a second hand-recount was conducted. * There are different standards for counting ballots at different tables in the same county, as well as "multiple touching and tapping" of ballots that could dislodge punchouts. * In Broward County (Ft. Lauderdale), the same officials serve as partisan Democratic observers one day and supposedly impartial ballot inspectors the next. * That "chads" are being dislodged from ballots, presumably creating new "votes" because of handling. * The hand counts are being conducted on a partisan basis because, "Every questionable ballot is decided by a Democratic-dominated canvassing board."
