NASA head challenges Marshall to `revolutionize' space travel

HUNTSVILLE, Ala. (AP) -- NASA Administrator Dan Goldin placed a
heavy burden on workers at the Marshall Space Flight Center,
telling them to "revolutionize America's space access" in only
five years.
Goldin delivered the charge Tuesday during a ceremony at the
north Alabama center, which oversaw construction of the Apollo
moon rocket and is in charge of the space shuttle's propulsion
system.
Marshall will receive $290 million in the 2001 budget for the
Space Launch Initiative, a five-year, $4.5 billion project to cut
costs and increase the safety and reliability of space
transportation.
"We must have the safest, lowest-cost and most reliable launches
in the world," Goldin said. "Five years from now I want to have a
bigger celebration, because you will have done it."
Marshall, which will lead the program, faces an "awesome
responsibility" in trying to convince NASA and the American
people it can make safety the top priority in development of the
space vehicles, Goldin said.
At the same time, Goldin wants to improve reliability by 10,000
times and cut costs for space launches. "If we can reduce the
costs of payload from $10,000 a pound to $100 a pound, we've
changed everything," he said.
The effort will require new thinking, including shelving
25-year-old launch software still in use, Goldin said.
The NASA director said he was dismayed when he learned Marshall
workers were not using computing methods modeled after the brain,
capable of learning and correcting its own mistakes.
Goldin said they need to familiarize themselves with the process
within six months, and urged Marshall Director Art Stephenson to
find the necessary training.
"Good is not good enough, this is a new world of computation,"
Goldin said. "How can you expect the center to be the leader in
the world if you're not up to speed on this?"
