RANGEL: DEMS SHOULD FISH FOR BUSH ELECTORS

Harlem Rep.  Charles Rangel said yesterday he'd "strongly
support" a move by Al Gore's supporters to go after George W.
Bush's electors.

"I don't think there's any need for him to rush into anything if
there's a possibility that electors may not support George W.
Bush and a couple of those electors could be flipped," the
veteran Democrat said.

"I don't see that America is so anxious to close this saga until
we fully appreciate everything that has taken place.  One thing
we know is that Al Gore got the popular votes.  We have every
reason to believe that he won Florida as well," Rangel told CNN.

Rangel was referring to an effort by some Democrats, including
operative Bob Beckel, to try to get some of Bush's 271 electors
to defect to Gore - throwing the presidential contest into
Congress.

While Gore suspended his legal effort for a Florida statewide
recount, it wasn't clear if he would refuse to serve if Bush
electors voted for him.

African-American and union leaders rallied for Gore in
Tallahassee - and railed against the Supreme Court.

The Rev.  Jesse Jackson called Bush's victory "illegitimate,"
charging the Supreme Court acted as "a willing tool of the Bush
campaign" and "orchestrated a questionable velvet legal coup."

Jackson repeatedly compared the court's decision to stop the
manual recount in Florida to the infamous 1857 Dred Scott
decision that allowed slavery in new territories.

"There is no honor or legitimacy when the loser wins.  The real
threat is the dishonest and dishonorable zealots who seek to
govern the way they won," Jackson said, referring to Republicans.

One Senate Democratic leadership aide said some Democrats were
growing concerned about Jackson's heated rhetoric.

"I don't think it helps us to have him down there," the aide
said, pointing out that pollster Mark Mellman recently showed
Democrats a poll he did for the AFL-CIO, demonstrating that
Democrats are popular among blacks but not among whites,
especially white men.

Besides rhetoric, African-American leaders have legal cases
pending in Florida, including:

* The Rev.  Al Sharpton's lawsuit filed last month in Miami on
behalf of four Broward County residents who are members of his
National Action Network.

* A Justice Department investigation of NAACP allegations of
voter disenfranchisement.

* A suit filed by local politicians and other voters in Duval
County charging the canvassing board deliberately confused voters
by issuing a ballot that was radically different from sample
ballots they received. The suit also alleges a state list of
"probable felons" - most of them black - kept residents from
voting unless cleared by an appeal.

"One of the sad features of all the commentary is that these
suits have been drowned out by the other suits," said James
Fleming, a Fordham University law professor.
