You have an odd idea as to what the term "Commander in Chief" really means.
It certainly does not mean that he/she or it can micromanage the military.
In fact with West Point, OTS, and every asset at every installation in the
firmament, no one seems to be able to manage the military. If you know
anyone who has been connected with the Air Force for some time, ask them if
they remember the Zero Defects program. If they do, that should give you a
picture of military mentality. Prudy
