:: SHARON ANNOUNCES CEASEFIRE: Prime Minister Ariel Sharon decided this
week that Israel will unilaterally institute a ceasefire - although his
dramatic television speech did not include this point. One explanation for
the omission was that such an announcement might be seen as an Israeli
admission that Israel was responsible for the violence. His announcement
did include a call for 1) an immediate cessation of violence, to be
followed by 2) a significant cooling-off period (aides said afterwards that
it would be eight weeks), 3) the implementation of confidence-building
measures (such as a freeze in Yesha construction and the arrest of
terrorists by the PA/PLO), and 4) the resumption of political negotiations.
In accordance with Prime Minister Sharon's decision, Defense Minister
Binyamin Ben-Eliezer has issued a "stop fire" order, canceled all initiated
army actions, and given the order to open fire only in life-threatening
situations. Leading Palestinian Authority [PA/PLO] officials, however, have
already rejected the idea. A spokesman told Army Radio that the PA/PLO will
not accept Sharon's outstretched arm. Despite this week's violence, Sharon
has no intention of retracting his order to the IDF to halt pre-emptive
operations a senior official in his office stated.

:: PA/PLO, MEANWHILE, CONTINUES WAR EFFORT: A nail-studded car bomb set by
Palestinian terrorists exploded in one of central Jerusalem's main
entertainment districts early Sunday [27 May], sending flames into the
night sky. Three people were treated at the scene for shock and a fourth
for minor injuries, police said. The powerful blast just moments after
midnight could be heard miles from where it went off in an area in
Jerusalem known as the Russian Compound. It was the third bomb aimed at
Israeli targets in less than 72 hours. The Popular Front for the Liberation
of Palestine terrorist organization claimed responsibility early Sunday for
the bombing and said it had targeted a police station to avenge the deaths
of Palestinian martyrs.

On Friday, Palestinian terrorists exploded a car bomb in a crowded Hadera
street. Over 30 Israelis were initially reported wounded; most of them are
listed in light condition. Earlier in the day, alert IDF [Israel Defense
Force] soldiers at the Netzarim Junction in Gaza fired at a truck in order
to stop it, and it exploded as it reached the camp's fence. They noticed a
truck traveling towards them at a suspiciously high speed; it did not stop
at the required place even when they fired warning shots in the air. The
truck continued on, and turned towards the adjacent IDF outpost. Hamas has
taken responsibility for the suicide attack, saying that it was perpetrated
in sympathy with Hizb'Allah in commemoration of the first anniversary of
the Israeli withdrawal from Lebanon.

The IDF spokesman emphasized that since the Israeli decision to halt
initiated actions, the Palestinians have continued incessantly with their
terrorism and incitement. Further north, at the Karni Terminal, another
explosive charge was detected; the area was evacuated, and no one was hurt.

Less than 24 hours after Sharon declared a cease-fire, Asher Iluz, 33, of
Modi'in was shot dead by Palestinians near Ariel and another man was
lightly wounded Wednesday evening.

:: JERUSALEM DAY CELEBRATIONS HELD: Thousands of yeshiva students, high
school youth, and supporters of all ages marched to the Western Wall in
Jerusalem during the course of Sunday night, in celebration of Jerusalem
Day. Several dozen of them walked all the way from the Ashdod-area Kibbutz
Yavneh; the walk, which has become a Yavneh tradition, took some 18 hours.
Monday, the 28th of Iyar, marked the 34th anniversary of the liberation and
reunification of Israel's capital during the Six Day War. The Temple Mount
Faithful led a march through Jerusalem to the Temple Mount. Details can be

In New York, dozens of politicians along with 75,000 marchers and tens of
thousands of spectators, attended the 37th annual Salute to Israel Parade
on Sunday.

:: BUSH APPOINTS MIDDLE EAST TEAM: US President George W. Bush Friday
nominated Daniel C. Kurtzer, the current ambassador to Egypt, to be the new
ambassador to Israel. Kurtzer is not only the architect of President
Clinton's failed Middle East peace initiative, he is also the brains behind
earlier failed peace efforts by Bush's father. Kurtzer was the key figure
in the process of formulating the US decision to recognize the Palestine
Liberation Organization and Yasser Arafat as the legitimate and sole
representatives of the Palestinian people. Though he claims to be an
Orthodox Jew, Kurtzer has a long-standing antipathy toward Israel. Probably
more than any other State Department official, Kurtzer has been
instrumental in promoting the goals of the Palestinians and in raising
their grievances to the center of the US policymaking agenda. It was
Kurtzer who, as a speech writer for former Secretary of State James Baker,
coined the term "land for peace." Kurtzer is credited as one of the authors
of Baker's historic 1989 speech to AIPAC, in which the US urged Israeli
leaders to abandon the "unrealistic vision of a Greater Israel" that
includes Judea, Samaria and the Gaza Strip [Yesha].

Zalmay Khalilzad has been named by the Bush administration as special
assistant to the president and senior director for Gulf issues. Khalilzad
is regarded as one of the top strategists in the US and an expert on Middle
East and defense issues. He was director of the Rand Corporation's
strategy, doctrine and force structure program conducted for the US Air
Force. He also founded Rand's Center for Middle Eastern Studies.

William Burns, US Secretary of State Colin Powell's special assistant on
the Mideast conflict, is to visit Israel and the Palestinian areas on
Sunday, diplomatic sources said on Saturday. Burns, the US ambassador to
Jordan, is scheduled to meet with PLO leader Yasser Arafat on Sunday
afternoon and PM Sharon later in the day, according to the sources. It was
believed that Burns, tipped as assistant secretary of state for near
eastern affairs, will push forward the latest US efforts for "peace" in the
Middle East.

:: WATER CRISIS IN THE LAND: After three consecutive winters of drought,
the nation's fresh water reserves are insufficient to meet expected demand,
the Water Management Committee declared this week. The committee, comprised
of experts from the Hydrological Service and Mekorot, is urging further
cuts of 250 million cubic meters to avoid "a catastrophe." However, it
appears that Israelis will soon be drinking Turkish water. The Finance
Ministry has publicized a five-year tender for ships that can carry some 50
million cubic meters of water from Turkey. Water shortages are expected to
be felt in Israel as early as this summer. Desalinated water will not be
ready for at least 15-18 months.

:: NEW OUTPOST OUTSIDE N'VEI TZUF: The residents of N'vei Tzuf and the army
have come to an agreement regarding the new outpost they established at the
site of the murder of Lt. Ya'ir Nebentzal, killed a week ago by Palestinian
terrorists. The N'vei Tzuf people brought a caravan to the site last
Sunday, which resulted in a minor clash with special police forces. After
hours of negotiations, the IDF agreed that the residents may stay there
until the end of the seven-day mourning period, and that the army will
establish a permanent military position there afterwards. Local Arabs have
been shooting at them several times a week from the site of the new
outpost, miraculously causing very few injuries - but after the murder of
Ya'ir Nebentzal, they finally took action.

:: MUSLIM STATES CUT ISRAEL TIES: The 56-member Organization of the Islamic
Conference (OIC), following the lead of the Arab League, on Saturday agreed
to halt political contacts with Israel to pressure it to end its defense of
attacks by Palestinians. The 22-point statement also called for a halt in
normalizing ties with Israel and for the closure of its missions and
offices in member states. The 22-member Arab League had decided on a
similar step at a meeting in Cairo this week, placing pressure on the OIC
members to do the same. The OIC also urged Washington "not to obstruct the
UN Security Council" in providing protection for Palestinians. ["For
behold, in those days and at that time, when I restore the fortunes of
Judah and Jerusalem, I will gather all the nations, and bring them down to
the valley of Jehoshaphat. Then I will enter into judgment with them there
on behalf of My people and My inheritance, Israel, whom they have scattered
among the nations; And they have divided up My land." Joel 3.2.  "... and
you will come up against My people Israel like a cloud to cover the land.
It will come about in the last days that I shall bring you against My land,
in order that the nations may know Me when I shall be sanctified through
you before their eyes, O Gog." Ezekiel 38.16]

:: REMEMBERING 'OPERATION SOLOMON': In 36 hours, between May 24 and May 25,
1991, just 10 years ago, Israelis watched, awestruck and transfixed, as
nearly 15,000 Ethiopians - eight of them born en route - descended from the
Israel Air Force and El Al airplanes that had brought them, en masse, to
the State of Israel. The airlift was called 'Operation Solomon'. It had
been a massive Zionist rescue operation. This week also marked the 20th
anniversary of 'Operation Moshe', which also brought thousands of
Ethiopians to Israel. There are today about 60,000 Ethiopian Jews in
Israel. The Jewish Agency is working to bring another 18,000 to Israel
within the next four to five years. ["And say to them, 'Thus says the L-rd
G-d, "Behold, I will take the sons of Israel from among the nations where
they have gone, and I will gather them from every side and bring them into
their own land"'" Ezekiel 37.21]

:: NORTH HEATING UP: Masked Hizb'Allah terrorists, clad in camouflage
fatigues and armed with Katyusha rockets and anti-tank missiles, were
waiting Wednesday for instructions from their leader to move into the
Shaba'a valley in south Lebanon and have pledged to liberate it.

One year after the Israeli military's hasty unilateral withdrawal from
south Lebanon, the move does not appear to be as successful as it was once
hailed, and the northern border is as tense as ever. One year ago Friday
[25 May], former Israeli Prime Minister Ehud Barak kept a campaign promise
and ordered the last IDF troops out of the Security Zone in south Lebanon.
It was a hasty withdrawal with Barak deserting the South Lebanese Army
which had remained faithful to Israel. The entire campaign was viewed as a
major victory by Hizb'Allah and was the impetus for the current war being
waged by the PA/PLO within Israel.

:: PLO'S NEWSET FRONT: The IDF claims that the PA/PLO is resorting to
outright lies in its campaign against Israel. In response to two PA/PLO
mortar shells fired at Netzarim in Gaza Thursday morning, the PA/PLO
claimed that Israeli forces entered PA/PLO-controlled territory afterwards
and destroyed Palestinian positions. The IDF spokesman said that this was
totally unfounded, and that "this is just another one in a long series of
PA/PLO lies, in its attempt to incite and escalate the hostilities."

The IDF Spokesperson strongly condemns the ridiculous Palestinian claim
according to which "the IDF is scattering poisoned chocolate from the air
to Palestinian children". It is redundant to state that this claim is
groundless, and is a further level in the Palestinian incitement campaign,
and a further example of its lack of credibility.

the IDF Spokesperson notes that contrary to Palestinian claims, the Israeli
security forces had no involvement with the explosion that according to
reports was heard from the Balata refugee camp, near the city of Shechem.

IDF Spokesperson expresses sorrow that Arafat continues to distribute words
of incitement and false accusations, and denies Arafat's claims in his
speech that he gave Saturday in Katar, regarding Israel using diluted
Uranium, toxic gases and radioactive materials. This is yet another example
of the activity of the Palestinian Propaganda System, that continues to
distribute words of incitement with the goal to further escalate the
situation.

:: PA/PLO DEEPLY INVOLVED IN MORTAR ATTACKS: The PA/PLO in the Gaza Strip
is deeply involved in the firing of mortars, and the General Security
Service [GSS] has uncovered an extensive network for manufacturing mortar
rounds and hand grenades. The GSS has revealed that the man behind the
mortar production is PA/PLO Police chief Ghazi Jabali. He also paid the
craftsmen for manufacturing thousands of shells, said a senior security
source.

In another revelation, based on information and evidence acquired by the
security branches dealing with the issue, the PA/PLO and other terrorist
organizations have recently obtained most precise and clear high-quality
air photographs of the entire State of Israel, Judea, Samaria, and the Gaza
Strip, including the settlements and the military installations there.
These computerized maps, that should not have been obtained by foreign
elements, allow for very easy identification of targets, including military
and classified ones, and for a simple targeting of mortar shells or
missiles at targets of the level of a single building or a small army post.
