This seems to be the case with every government department or agency. They'd
probably cook the books if they could find them. Nice if we could all use
this sloppy accounting when it came to paying our taxes, but somehow that
doesn't work. The only time the government is able to count even slightly
straight is when they're calculating what we should give to them. Prudy
