The point of this sentence is that Palestinians are not culturally distinct
among the Arab community at large--except of course in name only. In any
case, and were the "culture and ways" of the Arab community at large not
obvious, they are (stereo)typically strict, if not fundamentalistic,
adherents of a moral code; they are honorably, if not obsessively, bound by
social contracting (i.e., their word is their bond); they are still
somewhat nomadic.
