As the government is operating under the last Clinton budget we know that the
defence budget is less than it should be. As for who's watch is it. That is a
question that can be debated. It is somewhere between Bush's watch and
Clinton's watch because the Senate is holding up some of Bush's appointments.
And we must remember that it was the Demorats who cut the heart out of our
intelligence gathering operations abroad.
