Wrong. He is still getting his team in place.
The military were presented with a situation that they have not faced before.
Terrorists using commerical aircraft as missiles. The reports I have read all
indicate that fighter aircraft were launched too late to be of any use,
anyway.
What would be your attitude if they had shot down one, two, three commerical
airliners with passengers on board? Would you agree with that decision?
