Three weeks after moving into the White House, Bush said he is prepared to unilaterally cut our nuclear arsenal, ordered a review of Pentagon operations, said more military bases will be closed, and dashed the hopes of military leaders of getting more money to buy desperately needed spare parts and supplies. The new president has taken a page from his father � former President George Bush � who began taking US weapons off their �hair-trigger� alert status. In the early 1990s, former President Bush took many of America�s B-52 bombers and ICBM Minuteman missiles off �high alert� status. The new President Bush has his father�s team securely in place. Vice President Dick Cheney was his father�s Secretary of Defense. Secretary of State Colin Powell was chairman of the Joint Chiefs of Staff. Secretary of Defense Donald Rumsfeld was director of the CIA. National Security Advisor Condoleeza Rice served in the first Bush administration as a foreign affairs advisor on disarmament during the collapse of the USSR. The old alliance of Bush, Cheney, Powell, Rumsfeld, and Rice are now back in power for the second round of military downsizing. Following the collapse of the Soviet Union, former President Bush ordered massive cuts in the size and strength of the US military. It was Dick Cheney who wielded the machete in 1990 that chopped into America�s military might. Announcements coming from the new Bush White House have an eerie resemblance to cuts from the first Bush administration. On May 12, 1990, the New York Times reported, �Responding to instructions from Defense Secretary Dick Cheney, the military services have prepared new long-term spending plans that call for a major contraction of the armed forces by the end of the decade.� It was the Bush-Cheney-Powell alliance that halted Ronald Reagan�s military modernization program. They gutted Reagan�s dream of building a 600-ship Navy fleet. They weakened the Navy�s focus on the undersea threat of a nuclear attack by submarines. The disarmament troika sliced the number of aircraft carriers around the world, reduced the number of active and reserve tactical air wings, slashed the number of Army divisions on active duty, reduced the number of troops in the Reserves, and closed bases throughout the nation. Bush narrowly defeated left-wing Al Gore for president. Facing low moral and burnout among troops, military officers believed the new Republican president would do exactly what he promised them: �Help is on the way!� Within weeks of taking power, the new Bush administration quickly dismayed military officers and conservatives in Congress. First, Bush announced a �top-to-bottom� review of the Pentagon and appointed 79-year-old Andrew Marshall to lead the review. Pentagon insiders fear Marshall will gut much of the Armed Forces to implement his �revolution in military affairs� proposals. Second, Bush directed Secretary of Defense Rumsfeld to conduct a sweeping review of America�s nuclear arsenal. Bush has said he will �de-alert� our nuclear missiles and consider unilateral cuts in the number of warheads facing China and Russia. Third, the budget presented to Congress at the State of the Union speech contained no new money for the Pentagon. Military commanders assumed Bush would begin immediately to repair the damage done by Bill Clinton�s hostile administration. Instead, Bush said he would downsize the military and order another round of military base closings. Bush�s quick actions have stunned senior Pentagon commanders. Their worse nightmare has returned. It was under Bush�s father � former President George Bush � that US defenses experienced the most massive cuts in history. Led by then Secretary of Defense Dick Cheney and Joint Chiefs of Staff Chairman Colin Powell, former President Bush presided over unprecedented downsizing of our military might. When Bill Clinton arrived in the White House, the military suffered more humiliation as Clinton ignored pleas for spare parts and ammunition, and turned a deaf ear to the cries of servicemen complaining about burnout and fatigue as US forces were deployed around the world as UN peacekeepers Some people in Washington think Bush may have already stumbled out of the starting gate. Loren Thompson, a defense analyst at the Lexington Institute told Knight-Ridder/Tribune News, �Bush could suffer a real backlash with the military by confounding their hopes.� Mr. Thompson said, �He�s raised their expectations. Bush has to be careful that he doesn�t become a big disappointment.� Thompson also said that Bush, as a Republican, stands a better chance at closing more bases than did Democrat Bill Clinton. During the campaign, Bush promised to pump an extra $45 billion into defense over ten years. Bush submitted to Congress, however, a budget without major changes to Clinton�s $310 billion allotment to the Pentagon. Military commanders and conservative congressional leaders were stunned by Bush�s snub to the military. Likewise, Bush angered Pentagon chiefs by rejecting their $7 billion request for a supplemental spending bill. Military commanders said the emergency funds are desperately needed to pay for essentials such as ammunition, fuel, spare parts, and to cover rising health care costs. Bush�s decision to appoint 79-year-old Andrew Marshall to issue a report within five weeks to reorganize the entire Defense Department is adding to the growing friction between the new Commander-in-Chief and his military leaders. Even more shocking to military leaders is Bush�s declaration that more military bases must be closed. The Bush administration told Congress that the Pentagon is burdened by a 23 percent �excess� in base capacity. Boarding up military bases is necessary, said Bush, �to shape the military more efficiently.� Bush�s new orders on base closings don�t include the Pentagon�s plans to demolish 80 million square feet of military buildings by 2003. Bush�s plan to close bases is expected to face stiff opposition in Congress. Many smaller communities have never financially recovered from the devastating closures of 97 bases authorized by former President Bush and Dick Cheney in the 1990s. Republican Senator Jim Bunning (KY) said, �If we proceed with another round, you�re going to have a terrible time up here on the Hill trying to convince anyone that that�s in the best interest of the country.� Sen. John McCain, however, introduced legislation calling for the creation of a special commission to decide which bases should be closed. McCain�s bill calls for two rounds of base closings by 2005. Supporting McCain�s bill are Democratic Senators Carl Levin (MI) and Joe Lieberman (RI). �We have too many military bases,� declared Sen. John McCain, a Vietnam War hero and senior member of the Senate Armed Services Committee. �The Cold War is over. We will never have a requirement for as many bases as we have today.� Newly elected Virginia Senator George Allen said, �There�s a realization that we have, as a country, more bases than are necessary.� Not every Republican member of Congress, however, is falling in line with the Bush administration�s plans to close bases. Joe Scarborough, who represents Florida�s Panhandle, strongly opposes closing any more bases. �All we�re doing is eating our seed corn,� said Congressman Scarborough. �We�re giving up valuable property and valuable assets that once give away will never be reclaimed by the military services. It would be a nightmare. It is a stupid, dangerous idea.� The Bush White House said no decision on how many bases � or which locations � will be made until Pentagon futurist Andrew Marshall completes his Pentagon review report in mid-March. One place that is expressing support for Bush�s defense decisions is Moscow�s Kremlin. Following Bush�s order to revamp American defense policies, Deutsche Presse-Agentur, a German news agency, reported that Russia �welcomed a decision by new US President George W.
