It doesn't.
Article 3 of the Constitution establishes three
jurisdictions. They are: "at law" (common law),
Equity, and Admiralty. The school history books don't
explain this, but one of the main reasons for the
Revolutionary War was because England was ruling
the colonies under Admiralty Courts.
Any person, U.S. citizen or not, who is tried in
a Federal courtroom which displays the Stars and
Stripes Flag with a gold fringe around the border of
the flag, is being tried under Admiralty Law which
is the same as military jurisdiction.
This is "Admiralty Jurisdiction" under Article 3
of the Constitution. This is also why defendants
are not allowed to raise arguments about their
"Constitutional Rights" in these courts.
Whenever you see the flag with the gold fringe you
are seeing their flag ( USA Inc.) and not the flag of
the states in union under the Constitution.
P.S. When you watch an old movie about the U.S.
Calvalry protecting the settlers from the indians or
whatever....you will notice that the U.S. Flag they
carry into battle has the gold fringe around it.
This is correct. The fringe indicates "military
jurisdiction". Go into a Federal Courtroom or into
an IRS Office, or on a military base and you will see
the gold-fringed flag.
Sometimes you may see it in a public school, a church,
or some other civilian location. The people who bought
that flag and say their Pledge of Allegiance to it,
have no idea of the reality of that flag. One more
thing: if you will take a close look at the gold
"eagle" on top of those flagpoles you will see that
it isn't really an eagle. It's a Phoenix, the
legendary Egyptian firebird rising from the flames.
If you doubt this, do a little research and take a
look in some encyclopedias and/Masonic literature.
The gold "eagle" is toned down a little, but once
you know what to look for....you will see it.
Why is it there? you ask. Same reason the egyptian
"eye of Horus" is over the pyramid on our National
Seal as found on the older style dollar bills.
