What many don't realise is that the Eastern Europeans are of a little different temperament than those to the West. This is in part due to their having been occupied for many centuries as well as a great deal of frustration with having been deserted (especially in Yugoslavia) by the West. But, Bill Jeff and who knows who else mixed things up when they fostered idea of polarising the Yugos who had been working together fairly well until the Yugo economy went sour in the 1980ies. Slobo had the double duty of reviving an ailing economy too dependent on the West and trying to keep everyone unified. Kosovo was one of the provinces that was being carried by some of the other, more able ones, so it was looked down upon anyway. A good book to read on this is *Balkan Tragedy*.
