I think the first rate essay by Mr. Rawlings which I just sent to you will
give us a good start on that lengthy answer, Marcus.

Chief Judith Sayers was on CBC TV this week outlining her position on how
First Nation self-government is more than municipal government. These TV
clips are limited in time but one key word stood out for me...CITIZENSHIP.
She noted that First Nations have to control citizenship on their
homelands (she didn't use the word "homeland" but it is used repeatedly in
the UBCIC Comprehensive Framework for treaty negotiations).

It makes makes perfect sense of course. Sovereignty can't mean anything
unless those deemed to be sovereign control who their citizens are to be.
And that leads to the question of whether written constitutions for First
Nations in BC would be a good idea. If so, the Internet could help a lot.

I have seen no sign that Haida or Okanagan or Nisga'a or any others want
to secede. But that is always a choice in the future as long as
sovereignty and INHERENT right to self-government are accepted. The fact
that Premier Campbell has ignored the courts is not just shocking. It is
"SUBVERSIVE" as Tom Berger said this week on Studio 4 TV. I never thought
I would see the day when an eminent law man like Berger would say such as
thing, adding that this is something "we as citizens should be troubled
about" and that this premier is "in violation of the rule of law".

Indeed he is trampling on the constitutional rights of many others as well
and I think the plans for a general strike will materialize. What will the
terms be for ending the general strike? First Nations I expect are
thinking about what they will demand from this government. The fact that
the citizens of BC have to stage a costly and difficult general strike to
have their constitutional rights recognized by a government is indeed
something I am troubled about. And it convinces me that all British
Columbians will benefit from the additional checks and balances of a
strong 4th. level of government.

by 2001. In 5 years or so, the new EDD, "Electronic Direct Democracy" will be fully 
developed and the CITIZENS' PARLIAMENT will hold the reins of power daily over the 
Victoria Parliament. The 1996 Recall and Initiative Act enables CITIZENS to recall 
even the Premier.
