Analysis: Israel's war hysteria continues

With Israel's GDP languishing at a zero growth, its war hysteria continues unabated.

Forced to downsize its budget to regain control deficit, it has allocated an extra $2
billion for defence as Sharon shelves all possibilities to reach a peace accord.

In the absence of peace, economists talk of complete destruction of the Palestinian
economy, but predict virtually nothing can progress in Israel. Palestine is a reality
Israel must digest, but finds it hard to do so and so the nightmare continues.

The peace treaties have always been rejected by Israel, which finds one flaw in
them or the other all the time, thereby discouraging foreign investors.

The donor agencies otherwise willing to invest around the world can only wait to see
when an end is put to Israel's war hysteria. A number of peace treaties signed in the
past between the two could not see the light of day because of Israel's obstinate
attitude. Though the peace plans were initiated to bring normalisation to the region,
justice was not applied. The Palestinians are pushed to the wall and Israel's
aggressive expansion policy continues.

Still some seem to side with Israel who otherwise claim to be the champions of
human rights. What is the reason and what are their motives? This question seems
to be useless as the answer is not far to seek. The bigwigs are not sincere in their
efforts and not ready to take action similar to those taken against Iraq.

Still, another view is that Israel is not ready to share the territory with Palestine 
and
is targeting the idea of a Palestinian state. The so-called Israeli peace talk is only
eye wash and much ado about nothing. Thus its idea about a greater Middle East
market involving giant ventures is nothing but a farce as it has rejected nearly a
dozen peace treaties signed between the two sides but the terms of not a single one
have been implemented. A look at these peace treaties makes the picture clear.

In 1967, the then UN Secretary General appointed a special envoy Gunnar Jarring
to initiate peace talks. The mission was based on the withdrawal of Israeli forces
from the territories occupied in 1967 and the termination of all states of belligerency
with the parties in accordance with the provisions of Resolution 242. The Israelis
wanted direct negotiation culminating in a peace treaty and no withdrawal of their
forces prior to such a settlement.

Israelis also maintained that withdrawal does not apply to all lands occupied in
1967, their interpretation of the resolution. Arabs insisted on the withdrawal of 
Israeli
forces prior to any settlement. Contravening the international law, Israel destroyed
the peace process.

Rogers Plan of 1969 envisaged withdrawal of Israeli forces from the West Bank to
its 1967 borders with minor modifications. Israel rejected the plan.

According to the Camp David I, autonomy was to be granted to the Palestinians in
the West Bank and the Gaza Strip and setting up local administration for five years.
Final status of the territories was to be negotiated after the lapse of this period.

Though the plan was rejected by the Arabs, the then Israeli prime minister
Menachem Begin violated commitments, spoiled negotiations, confiscated Palest-
inian lands and built new colonies.

The Reagan Plan of 1982 called for freezing construction of all colonies and
autonomy for the Palestinians. It reiterated support for UN Resolution 242. Begin
once again rejected the plan and announced the building of 42 colonies.

The then Saudi Crown Prince Fahd bin Abdulaziz's plan in 1981 was also rejected
by the Israelis as they kept on expanding their colonies.

The Oslo Accords of 1993 also failed because Israel was not ready to offer any
concessions. It also continued expanding its territories and by mid-2000, the
Palestinians were only left with partial control of the territories.

The Wye River Memorandum, though ratified by both sides, was suspended by the
Israeli cabinet.

The gap between the two parties at the Camp David II made it impossible to reach
an agreement in 2000 as Israel did not agree to solve the refugee issue or to talk
about Occupied Jerusalem.

None of the recommendations issued at Sharm el Sheikh, by the Mitchell Report or
the Tenet Ceasefire Plan was implemented as Israel continued its aggression. It has
completely destroyed the Palestinian infrastructure and pursued an assassination
policy against them.

The big question is who is gaining from this policy of aggression? Neither the
Palestinians, nor the Israelis. Only last year the shekel fell by 12 per cent against
the U.S. dollar, inflation topping four per cent and unemployment on the rise, thanks
to Israel's own strategy to shelve peace treaties and trigger more violence in the
region through pushing the Palestinians into deeper frustration and despair.
