US MILITARY ANIMAL "RESEARCH" FACTS
Nearly 18 percent of all military animal
experiments-conducted on more than 57,000
animals annually-involve unrelieved pain or
distress.
The Evidence
Each year, 320,000 primates, dogs, pigs, goats, sheep,
rabbits, cats and other animals are used by U.S.
Department of Defense [DoD] in experiments that rank
among the most painful conducted in this country. These
animals are dosed with chemical and biological weapons,
exposed to nuclear radiation, infected with some of our
deadliest viruses, and forced to suffer a variety of other
painful indignities-all in the name of human warfare. The
cost to taxpayers for these military experiments is
estimated to be in excess of $100 million annually.
Military animal experiments are conducted at 35 DoD
facilities worldwide. In addition, DoD contracts with
universities across the nation to conduct research involving
animals. According to the Dod's own figures, nearly 18
percent of all military animal experiments-conducted on
more than 57, 000 animals annually-involve unrelieved pain
or distress.
Examples of military animal research, taken from the
DoD's on-line database, include:Scalding and otherwise
inflicting burns on sheep, rats, pigs and rabbits, then
forcing the animals to inhale smoke or infecting their burn
wounds with bacterial or fungal pathogen.
Infecting monkeys, dogs, cats, pigs, rabbits, hamster,
guinea pigs, mice and rats to deadly infectious diseases and
biological agents, including deadly filoviruses like Marburg
and Ebola, anthrax, biotoxins [like ricin, staphylococcal
entertoxin [SE], botulinum, mycotoxin], malaria, dengue
fever, encephalitis and hemorrhagic fever.
Dosing monkeys, mice and guniea pigs with nuclear
radiation: exposing mice and guinea pigs to radiation in
combination with biological and chemical warfare agents,
and surgically imbedding depleted uranium fragments in
rats.
Using cats, pigs, ferrets, sheep, monkeys and rats t train
medical and other personnel in medical procedures, such as
emergency resuscitation techniques and surgery. One DoD
training exercise involves the actual poisoning of live
monkeys with nerve gases to teach chemical casualty care
resuscitation
Congressional Concern
The DoD's animal experiments have long been a source of
controversy. In response to public concern about military
animal abuse, the U.S. House Armed Services Committee
convened a hearing on April 7, 1992. former military
researchers, physicians, scientists, and animal activists
testified about waste, negligence and animal abuse in DoD
research programs. After the hearing, U.S Representative
Ron Dellums, on behalf of the House of Representatives
Armed Services Committee stated, "The committee has
heard testimony that raises disturbing questions about the
necessity, ethical propriety, oversight and quality of the
military's experiments on animals."
The Armed Services Committee went on to require a
number of measures designed to bring greater oversight to
the military�s animal research program. Among these
measures were annual reporting requirements and a
thorough investigation of the DoD animal use program by
the U.S. General Accounting Office [GAO]. The ultimate
goal was the reduction of animals used in DoD research and
the elimination of wasteful and duplicative research.
The good news
Since the DoD began reporting to Congress in 1993, animal
use by the military has declined by 42 percent. In addition,
the GAO has begun its long-awaited investigation of the
military's animal research program, breathing new life into
efforts to oppose the DoD's torture of hundreds of
thousands of animals annually.
What you can do
1. Write your Congressional representatives to spark new
interest in this important area. Ask them to contact the
GAO to support their effort for a thorough and completed
investigation. Please also urge him/her to contact the DoD
to support the aggressive implementation of alternatives to
live animals in research.
2. Explore DoD's on-line Biomedical Database to look for
military-sponsored research in your area. Type your state's
abbreviation [i.e. CA] in the database's "Performing
Organization, State" field.

Floridians cry fowl over gov't-flooded land

Western property-rights defenders are coming to the aid
of thousands of Floridians who say their land is being flooded
by the federal government to protect an endangered species
in the Everglades.
Homeowners say the constant flooding is an effort to force them
to sell their homes, and some scientists are questioning whether
the rare Cape Sable seaside sparrow is being helped.
Led by the Paragon Foundation, dozens of grass-roots
groups are organizing the "Sawgrass Rebellion" to bring
national attention to the plight of farmers who say their
tropical orchards and property values have
been destroyed.
"They don't ever give up. They don't ever stop flooding us
and trying to take our property," said Madeleine Fortin, a
homeowner and leading activist.
Caravans from Klamath Falls, Ore., and Darby, Ohio, will
leave Sept. 28 and hold nearly 40 rallies in 20 states before
arriving in Florida on Oct. 17 for three days of protests.
The veteran activists have spent years battling the
Endangered Species Act, which they say is a tool used by
environmentalists and the federal government to drive people
off the land.
Residents say the flooding is linked to the Comprehensive
Everglades Restoration Plan designed to preserve the famous
"river of grass," control water flows and prevent flooding.
One component of the project involves holding back
water during the Cape Sable sparrow's nesting season in the
Everglades. This forces a rise in the water table elsewhere,
resulting in the flooding of nearby private land, opponents
say.
The Corps of Engineers has also taken steps toward
condemning 100 houses overlooking the flooded land,
because federal authorities say Everglades National Park
needs that land as a buffer zone.
The Corps of Engineers denies that its activities are
causing the flooding and defends its efforts to purchase some
of the property at what it says is fair market value.
"We don't agree with all of that, and we are very careful
not to do that," said Richard Bonner, deputy district engineer
in Jacksonville. "These people are flooded because they live
in a flood-prone area."
The affected residents have also taken their fight to the
courts, saying Congress did not give the Corps of Engineers
authority to buy the 100 houses and surrounding property.
Virginia Albrecht and a team of lawyers with Hunton &
Williams in Washington have taken the case pro bono to
defend some of the property owners.
A federal district court in the District agreed with the
owners last month. The Corps of Engineers has not decided
whether to appeal.
When Congress approved the Everglades project in
1989, it determined that the Corps of Engineers should
protect the community from flooding by building a levy.
"The Corps is doing the opposite. Instead of protecting
them, they are flooding them," Mrs. Albrecht said. "And there
is absolutely no evidence there is any need to condemn this
land and destroy these people's homes in order to restore the
Everglades."
G.B. Oliver, president of the Paragon Foundation, said
the sparrow is a ruse to force the residents off land west of
Miami known as the 8.5 Square Mile Area. He said the plan
to save the sparrows is not based on sound science and has
yet to pass nongovernmental peer review.
"They pick out a species, make up what its habitat needs
to be and go forward. But they can't stand scrutiny, and that's
what we want to do," Mr. Oliver said. "If they are right, get
on with it. But we don't think the science will hold up."
Miss Fortin said the decision to protect the bird was
based on "junk science." William Post, curator of ornithology
for the Charleston Museum and a leading authority on the
sparrow agrees, saying the birds live as far as 400 miles from
the Everglades.
"I don't think it was based on objective science myself,
having worked on this species for 30 years," Mr. Post said.
"They move around a lot in response to unpredictable
events like hurricanes and floods; there's no point in flooding
tens of thousands of acres of ground just to save a few birds
on the west side," he said.
"The birds would move out if they got flooded. They
weren't going to stay put. In evolutionary terms, they would
all have been extinct by now," he said.
This is the fourth dispute pitting the federal government
against private-property owners for which the western
activists have arranged protests.
A "shovel brigade" was formed in Jarbidge, Nev., to
protest the government's closing of a road to protect the
endangered bull trout. Supporters from across the country
showed up to help the community clear large boulders
blocking the road.
Last summer the activists took on the cause of farmers in
the Klamath Valley of Oregon and California, forcibly
opening flood gates that prevented water from reaching
farms.

Toward a wilderness utopia

Few people know � including most
congressmen � that the management of
73,270,583 acres of the United States is
determined by 34 non-Americans, who are
elected by the United Nations Educational,
Scientific and Cultural Organization. This land �
larger than Tennessee and Kentucky combined
� is distributed in 47 U.N. Biosphere Reserves,
managed according to principles and guidelines
established by the Man and the Biosphere
International Coordinating Council, and set
forth in the "Seville Strategy" and the "Statutory
Framework."
The U.S. Biosphere Reserves are a small part of
a global network of 411 similar reserves, which
are the starting point for the implementation of
the U.N. Convention on Biological Diversity.
Each Biosphere Reserve consists of a "core
wilderness" area, surrounded by a buffer zone,
managed for conservation objectives � both of
which are surrounded by an "outer" buffer zone,
also called a "zone of cooperation." The function
of a Biosphere Reserve is to continually expand,
and to eventually "connect" with each other
through "corridors" of wilderness.
The Southern Appalachian Biosphere Reserve
was designated in 1988 as the 517,000-acre Great
Smoky Mountain National Park. Today, the
U.N. lists this reserve as 36,727,139 acres, with
the zone of cooperation reaching from
Birmingham, Ala., to Roanoke, Va. Neither
Congress, nor the legislatures of any of the
affected states, debated or approved the
designation or the management plan.
At the first meeting of the delegates to the
Convention on Biological Diversity, Peter
Bridgewater, then-chairman of the MAB
Council, offered the network of Biosphere
Reserves as the beginning of implementation for
the Convention. The United States has not
ratified this treaty. Nevertheless, our land is
being managed as if we were a party to the
treaty.
The ultimate objective is to convert as much as
half of the land area of the United States to "core
wilderness areas," which are off-limits to
humans, with government management of most
of the remaining land "for conservation
objectives." This leaves only "sustainable
communities" for people, which are described
by Science magazine as "islands of human
habitat surrounded by wilderness."
This scenario is not idle speculation. The plan is
well documented in the 1,140-page U.N.
publication Global Biodiversity Assessment,
which names "The Wildlands Project" as central
to the management scheme required by the
Convention on Biological Diversity. The
Wildlands Project, developed by Dr. Reed F.
Noss, under contract with The Nature
Conservancy and the Audubon Society, calls for
"at least half" of the lower 48 states to be set
aside as wilderness. Through an incredibly
well-orchestrated campaign, hundreds of
foundation-funded so-called environmental
organizations, assisted by federal and state
agency personnel are working to see that land is
converted to wilderness, corridors to connect
the wilderness areas are developed, and
regulations are put into place to control the use
of "buffer zones." Still, there has been no
congressional debate or approval of this land
management regime.
Congress has looked only at small segments of
the land management regime in isolation �
never at the total picture as described in the
"Seville Strategy," the "Statutory Framework,"
the "Global Biodiversity Assessment" or the
"Wildlands Project." Consequently, the nation's
land is being transformed into a utopian vision
conceived by a handful of international
socialists.
Just as the nest of environmental extremists
have worked to expand the Southern
Appalachian Biosphere Reserve, another nest is
working to expand "Yellowstone to Yukon," an
area that contains several Biosphere Reserves,
and seeks to control all the land between Utah
and Alaska.
When the New World Mine was on the brink of
satisfying more than $33 million in permit
requirements, the Greater Yellowstone
Coalition, with assistance from the Clinton
administration, called upon UNESCO to declare
Yellowstone to be "in danger" and thereby
triggered regulatory authority to stop the
mining operation, even though it was on private
property.
The Mexican-border area is also a hot-spot of
expansion for U.N. Biosphere Reserves,
including a border region that reaches 62 miles
on either side of the border. A major goal here is
to eventually eliminate the border altogether.
Development activity in the region that utilizes
federal or international funds must be approved
by a committee of un-elected environmentalists
and agency bureaucrats.
Environmental extremists think this situation is
wonderful. They have been working for years to
achieve this result. Far too few people �
including congressmen � are even aware of the
transformation, and don't want to be bothered
by the evidence. Therefore, day by day, our
land of the free is being transformed into the
land of government control.

Experts say no evidence that soy or garlic pills work

BETHESDA, Maryland (Reuters) - Soy and garlic
supplements line the shelves of health food stores and
groceries but research has yet to find evidence that the pills,
powders and capsules have any health benefits at all, experts
agreed on Friday.
Garlic and soy as food may have beneficial effects on the
heart, but it is not entirely clear which constituents are doing
the work, the experts agreed after a two-day conference on
the subject.
Their findings may be of particular interest to women because
of recent studies that show hormone replacement therapy can
raise the risk of heart disease and cancer, and soy has been
proposed as a non-drug alternative to HRT.
"I have to say that in most of the areas we still have too many
questions," Dr. Curt Furberg of Wake Forest
University in North Carolina told the conference. "I couldn't
recommend too strongly any particular supplement."
The researchers said several good studies are under way that may
show whether some products work, but they
are years away from reporting any results.
The shelves of health food stores and even grocery stores are
loaded with soy protein powders, garlic pills and
capsules containing soy isoflavones -- supposedly the active
ingredients that makes soy healthy.
But leading botanical researchers, meeting under the auspices of
the National Heart, Lung and Blood Institute, said
these products vary greatly in what they contain and some may not
even be in a form that can be used by the body.
"The available clinical trial results are not adequate to answer
important questions about the potential
cardiovascular benefits of garlic," Christopher Gardner of
Stanford University in California told the meeting.
NEED FOR PRECISE DEFINITIONS
For instance, said Eric Block of the State University of New York
in Albany, stomach acid and heat may destroy
some of the active ingredients in garlic. Like all plants, garlic
varies greatly from crop to crop in its make-up.
"We need to precisely define what we are using. We need to verify
that brands contain what they are supposed to
contain," Furberg said.
As for soy, some studies that suggest soy can lower blood
pressure and perhaps cholesterol as well. But the
products are also variable and studies have not consistently
compared the same products.
"Very, very high on the list is the need for standardisation of
botanicals to ensure that we know what we are
getting," Block said.
Dr. Gregory Burke of the Wake Forest University School of
Medicine noted that many soy studies are based on
the observation that rates of heart disease and certain cancers
such as breast cancer are much lower in China and
Japan, where people eat large amounts of soy.
This may not translate to a commercial soy supplement, he said.
"When we contrast Asia with the United States,
we are comparing people who eat soy over a lifetime and not just
a little shake or a little pill," Burke said.
"I think that if you are talking about dietary soy, increasing
soy intake is a good thing," he added.
"If you think of it as another vegetable it's a good thing. But
currently, my view is that the data don't support the
claim that soy and isoflavones are a viable alternative to HRT as
a magic bullet."

U.S. woman charged with seeking to poison Prince William
HELENA, Montana (Reuters) - A 22-year-old Montana
woman has been charged with seeking to mail poisoned soft
drinks to Britain's Prince William and U.S. Senator Edward
Kennedy.
Tashala Hayman, 22, of Vaughn, Montana, north of Great
Falls, stands charged with one count of mailing poison with
intent to kill and one count of identity theft, officials said
Friday.
Hayman appeared Wednesday at a detention hearing before
federal magistrate Carolyn Ostby, who ruled her to be both
dangerous and a flight risk and denied bail. An arraignment on
the charges is set for Monday.
The Helena, Montana, Independent Record reported that Mark
Seyler, an FBI agent based in Helena, testified
that a package containing the poisoned soda and addressed to
Kennedy, the Democratic senator from
Massachusetts, was found last Thursday in the U.S. Capitol mail
system by the FBI.
Cascade County Sheriff John Strandell told Reuters that Hayman
came to his attention two weeks ago, after
Spokane, Washington postal authorities informed him that she had
ordered two pounds (0.9 kg) of sodium cyanide
and left a Vaughn forwarding address.
"We got a search warrant for her house, and that's when we found
the package addressed to Prince William," said
Strandell.
He said that the package contained a bottle of Coca Cola and a
handwritten note saying, "Have a Coke and a
smile." The soft drink contained an undetermined amount of
cyanide, Strandell said.
Acting on a tip from the Vaughn postmaster that Hayman had
recently mailed a package to Senator Kennedy,
Strandell notified the FBI.
Hayman rented a trailer house in Vaughn six months ago after
moving from Spokane. According to Seyler, she had
no previous criminal history.
But Hayman was recently charged in Great Falls with using a
stolen debit card to buy a 9 mm handgun, while the
identity theft charge arose when authorities determined that she
was downloading blank social security cards on a
personal computer and attempting to use false social security
numbers.
