If you installed it from an RPM, it sounds like a b0rked packaging. In a little looking, all I can see for prebuild RPM's is <http://pkgs.org/fedora-22/rpm-sphere/ctwm-3.8.2-4.1.x86_64.rpm.html> (or the other arch variants), and they list m4 as a dependancy.
