I'm not sure you should be completely strict in that. If a window that
has focus is moved to the back with no mouse movement (initiated from a
key binding perhaps, or by a program), it would be silly if it kept
focus. The windows that is now on top under the mouse should get the
focus IMO. And I'm sure there are more similar scenarios.
