You're right I meant to say something more like "the focus should only
change in reponse to ctwm commands" which is still not quite right.

And maybe also losing focus should be distinguished from gaining focus.

Basically I was thinking that a new window that happens to popup under the
mouse rather than elsewhere shouldn't steal focus.
