Yes, it is a security issue to let web pages close their containing 
browsers. The currently popular browsers do not allow it or make it a user 
configuration option.

Yes. 4.0, which is now in beta, supports a kind of applet that is 
independent of any browser but behaves like other applets in almost every 
other way.
