Background info: the vmtests run on the MAAS images, which are automatically synced as part of vmtest Jenkins jobs when needed. (The logic is slightly more complex, but doesn't matter here.) What seems to be broken is the URL the vmtest-sync-images script uses to retrieve the streams (json data) listing the available images and their location.
