I don't know about the latest and greatest release plans for the tools, so
I'll leave this to SimonM.
I know I need to do this, but I'm currently maxed out trying to finish a set of
changes I made recently to GHC. I won't be able to get to this until later this
week, so if anyone else wants to jump in, feel free, and I'd be most grateful
for the help.
Possible sticking points are making sure the Cabal build systems work with
various versions of Cabal (if possible), and getting it working on Windows.
