I don't think the bindists / Windows installer can easily provide both, as I assume they'll want to use the same filenames. As far as I know the plan is to use haddock 0.8 (well, hopefully 0.9 as I think there are some important fixes in darcs), although you can of course use whichever version you wish if you compile from source.
