It sounds like either you are building with a 6.9 snapshot (which isn't meant to work), or you have an up-to-date GHC repo but an out-of-date libraries/base repo. The HEAD definitely validates for me at the moment, with a clean checkout (and despite the seemingly general belief otherwise, I do still validate before pushing!).
