I am not off-hand able to tell what this is about. However, looking at some
recent Windows builds
(http://darcs.haskell.org/buildbot/all/builders/x86%20Windows%20head%20fast/builds/2931/steps/runtestsuite/logs/unexpected

and
http://darcs.haskell.org/buildbot/all/builders/x86%20Windows%20head/builds/535/steps/runtestsuite/logs/unexpected)

via http://darcs.haskell.org/buildbot/all/waterfall, it appears that the 2228
(normal) failure occurs there as well. That may help decide how to proceed in
this matter.

I don't know what is going on here. A quick look didn't reveal similar failure
among the Windows buildbot slaves.

That looks rather strange, I agree. I don't know what is going on here.
